synopis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are requested and a written solicitation will
not be issued. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-15. This procurement is solicited as a 100% small business
set-aside, SIC Code 5065, Size Standard 500. The Department of State
seeks to purchase ten fly-away communications packages/kits. A firm,
fixed-price contract is anticipated. At a minimum, kits must conform to
the following specifications: (1) Rugged, hard plastic case,
foam-padded to provide protection to the equipment inside; (2) Power
panel which allows connection to any AC or DC power source. The power
panel should have battery power that will allow 45 minutes to 1 hour of
operation time in case of power failure; (3) Communications connection
panel that allows connection to city or PBX phone lines and to
satellite terminal; (4) Compact M Satellite terminal, with world-wide
capability of transmitting and receiving voice (telephone) and data
(computer) information. An unlimited account card must accompany each
terminal. Airtime will be purchased for the terminals by the Department
of State by separate purchase order; (5) Storage space in the kit for
a Secure Telephone Equipment (STE) device to provide unclassified and
secure voice capabilities and to provide secure data (FAX and E-mail)
capabilities. Kit must have power, phone and data connections for the
device. The STE device will be provided by the Department of State; (6)
Laptop computer for creation and processing of FAX and E-mail traffic.
The computer should have the following minimum characteristics:
Pentium III 500 MHZ, 128 MB RAM, 8.1GB Hard drive, 24X CD-ROM Drive,
14.1" Active Matrix Display, 56 KB/s internal modem, Windows NT 4.0,
Microsoft Office Suite, WINFAX or similar FAX software, Microsoft
Outlook E-mail software, Internet software for connection to an
Internet provider; (7) On-screen, "user-friendly" operator interface to
control both secure and non-secure devices from the laptop computer. By
selecting the appropriate on-screen icon, the interface must be able to
set up proper connectivity to enable transmission or receipt of faxes,
data or voice calls in either secure or non-secure modes, by landline,
cellular or satellite communications links. The on-screen operator
actions should link via internal controls to provide required system
configuration. The program should also include a detailed help file
with information and diagrams to aid connection, operation and
troubleshooting of the system; (8) Printer/scanner for introduction of
paper information into laptop computer and paper output of received
electronic FAXes or e-mail messages; (9) Training for 5-10 operators
and technicians in use and maintenance of the systems; (10)
Users/Maintenance Manuals; and (11) one year extended warranty. The
requested delivery time is 60 days after receipt of order. The delivery
location is Washington, D.C. Offerors should provide pricing for F.O.B.
destination deliveries. The following FAR provisions and clauses apply
to this solicitation: 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5
(The following FAR clauses to 52.212-5: 52.203-6, 52.219-8, 52.222-21,
52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.232-34) and
52.219-6. In reference to FAR 52.212-2, offers will be evaluated based
on technical capability to meet the requirement, price, delivery time,
and past performance. Offerors are requested to provide at least three
references, with complete point of contact information, for past
performance evaluation purposes. Offerors must include a completed copy
of the provision at FAR 52.212-3, Offeror Representations and
Certifications Commercial Items, with their offer. This clause may be
accessed at http://www.statebuy.gov. Under the heading "Policy", select
"FAR", then select "Parts 52 & 53". Offers are due by 4:00 p.m.
