NASA/DFRC plans to issue a Request for Quotation (RFQ) for the
following items: 1) Radar Altimeter Test Set, Model # RAT-2000. 2)
Interface Panel for RAT-2000, P/N: 002-2000-001. 3) Interface Cable
Sperry Series 200/300, P/N: 900-0220-000. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC
intends to purchase the items from Field Tech Avionics, Inc. of Fort
Worth, TX 76106 on a sole source basis under the authority of 10 U.S.C.
2304 (c)(1), "Only one responsible source and no other supplies or
services will satisfy agency requirements". This radar altimeter test
set has the capability to test at altitudes up to 2,250 feet and will
be used in King Air, F-18, and other aircraft. Field Tech Avionics is
the only known manufacture to make a radar test set that can be used on
various aircraft types and operate up to 2,250 feet without the losses
associated with bulky external rigid decay lines. The Government
intends to acquire a commercial item using FAR Part 12. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on April 21, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government.

responsible sources may submit an offer which shall be considered by
