Special Operations Command (USSOCOM) Special Operations Acquisition and
Logistics Center, Directorate of Procurement intends to negotiate on a
sole source basis with Mist Mobility Integrated Systems Technology
(MMIST), Inc of Nepean, ON, Canada in accordance with DFARS, Subpart
206.302-1(b) for acquisition of test articles and associated support
services. MMIST is a designated foreign source under the DoD Foreign
Comparative Testing Program. The justification is based on market
research, e.g., ongoing market surveys for more than a year, sources
sought and telephonic exchanges of information. MMIST is the only known
foreign company capable of satisfying our requirement. Specifically,
USSOCOM desires to procure two each LDS test articles to address the
Psychological Operations (PSYOP) forces requirement to safely and
accurately deliver PSYOP products (leaflets) to a variety of targets
and threat areas with minimal risk to aircrews/aircraft. The desired
solution must be useable across the spectrum of conflict and during
peacetime operations. It must be capable of making mathematical
calculations to determine the correct release point (LAT/LONG at
specific altitude and Grid Coordinates) for leaflets to hit the target
on the ground (with proper leaflet density). It must be able to
transport leaflets via autonomous flight to a designated release point;
automatically release those leaflets; monitor wind conditions while in
flight and modify calculations, if needed, to solve for proper release
point within the indicated tolerances; and proceed to predetermined
destination for recovery. All responsible foreign sources may submit a
proposal in accordance with Note 22, which shall be considered by the
