This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC plans to acquire Brand Name only (1) Air Data Test Set DPS500, QTY 1 each; (2)IEEE 488 Option E-2, QTY 1 each; and (3) 28 Volt Operation, QTY 1 each in accordance with 10 U.S.C. 2304(c)(1)"Only one responsible source and no other supplies or services will satisfy agency requirements". Three prior competitive bids in the last two years and current market research have determined that Barfield Instruments is the only manufacture whose specifications meet Dryden's minimum requirements. This unit is the last of six units that are replacing old equipment; Dryden is standardizing test equipmentin order to facilitate maintenance and training requirements. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on April 19, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All qualified responsible business sources may submit an offer which shall be considered by the agency. The provisions and clauses in the RFQ are those in effect through FAC 97-16. Delivery to NASA Dryden Flight Research Center is required within 180 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-A7.
