synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This combined
synopsis/solicitation, N00173-00-R-MN02 is hereby being issued as a
Request for Proposal (RFP). This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-16 and DFARS Change Notice 20000210. This RFP is being
issued on a 100% full and open competitive basis. The standard
industrial classification code is 3443 with a small business size
standard of 500 employees. The Naval Research Laboratory has a
requirement as follows for CLIN 0001, Quantity -- 1 LO: The Contractor
shall remove, design and replace an existing 26,000 Gallon Liquid
Nitrogen Storage and Distribution Facility in accordance with the
required Specifications; CLIN 0002 -- 1 LO: The Contractor shall
provide the documents as required in the Specifications; OPTION ONE --
CLIN 0003 -- 1 LO: The Contractor shall provide an LN2 tank storage
with a minimum net capacity of 20,000 gallons; OPTION TWO -- CLIN 0004
-- 1 LO: The Contractor shall provide for the complete electrical
installation of the procured tank(s). OPTION THREE -- CLIN 0005 -- 1
LO: The Contractor shall provide a single LN2 tank, mounted either
horizontally or vertically, with a minimum net storage capacity of
26,000 gallons. Interested Parties may request a copy of the detailed

Destination to NRL, Washington DC, within seven (7) months from date of
contract award, in accordance with FAR 52.247-34 -- FOB Destination
(NOV 1991).The provision at 52.212-1, Instructions to Offerors --
Commercial (NOV 1999) applies to this acquisition. The provision at
52.212-2, Evaluation -- Commercial Items (JAN 1999) applies. The
specific evaluation criteria to be included in paragraph (a) of that
provision are 1.)Technical capability of the item offered to meet the
Government's requirements; 2.) Price; and 3.) Past Performance. The
technical and past performance evaluation factors, when combined, are
equally as important as price. Offerors are advised to include a

DFARS 252.212-7000 -- Offeror Representations and Certifications --

clause at 52.212-4 -- Contract Terms and Conditions -- Commercial Items
(MAY 1999), applies to this acquisition. As an addendum to the
aforementioned clause, the Requirements For On-Site Contractors (dated
28 July 1999), which can be found in full text at
http://heron.nrl.navy.mil/contracts/home.htm, will be incorporated by
reference into any resultant contract. This document will apply to
those portions of the work performed on-site at any NRL facility. In
addition, the following Options provision will also be incorporated
into any resultant contract: Options -- The Government may require
delivery of the optional items by the contracting officer giving
written notice any time prior to contract completion. The FAR clause at
