States Geological Survey, Albuquerque Seismological Laboratory, has a
requirement for eleven STS-2 "High Gain" Tri-axial seismometers and
eleven Six-channel high resolution seismic data acquisition systems
Q4123GD-20/E8. Interested vendors are requested to give written
notification (including telephone number for a point of contact) to the
procuring office above within forty-five calendar days from the date of
this synopsis, in accordance with the instruction below. The U.S.
Geological Survey specifies the use of Streckeisen STS-2 seismometers
and Quanterra Q4123GD-20/E8 high resoulution 24-bit seismic data
acquisition systems. The seismomters and seismic data acquisition
systems are required to have a demonstrated failure rate of less than
5% of units operting in field or observatory conditions over at least
the past year. The Q4123GD-20/E8 Sample Rate is 32000Hz, simultaneous,
user rates:1000, 500, 400, 250, 125, 200, 100, 50, 40, 25, 20, 10,1Hz;
Resolution and Dynamic Range: LSB (Least Significant
Bit)=2.34microvolts. 148 dB max. (+/-10,500,000 digital counts)Matched
optimally to electronic broad-band force feedback sensors, e.g.STS-2;
Bandwidth 0-0.8 Nyquist (-6dB point). Response controlled by digital
FIR filter; Noise and Distortion: Terminated input noise level typical
-142 dBrmsrel to Full Scale 0.25-50Hz. May exceed 146 dBrmsrel at
sub-Hz frequencies and constant temperature; Full Scale +/-20V (40V
p-p) differential inut; Storage: One 2.1Gb SCSI hard disk, mounted
internally. One 2Gb DDS-format DAT tape. Data written in 4096-byte
miniSEED records. The STS-2"High-Gain" Flat Velocity Response to Ground
velocity between corners 8.33 mHz 9120 sec) and greater than 50 Hz and
Electronic self-noise approx. 6 dB below USGS low-noise model between
5 mHz and 10 Hz. Noise Clip Level and Response Curves are available
from the POC. Based on the information at this time and in accordance
with 41 U.S.C. 253 (c)(1), implemented by FAR 6.302-1, the Government
consideres the items specified as a sole source from Quanterra, Inc.,
Harvard, Massachusetts, and proposes to negotiate a contract with that
firm, on that basis. However, should additional sources be identified,
they will be considered. Firms who feel that they can furnish the
required items (based on the criteria specified herein) are invited to
submit in writing an affirmative response to this announcement. An
affirmative resonse would include literature, brochures and such
materials which correspond to the required items stated herein. This
information will be evaluated and used to determine if competitive
opportunities exist. Since no solicitation document exists, requests
for such documents without accompanying information will be considered
non-responsive to this request without further consideration. See Note
