synopsis/solicitation for Commercial Items, prepared in accordance with
the format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation and a separate written solicitation will not be issued.
This solicitation, NCI-RFQ-00106-NV, includes all applicable provisions
and clauses in effect through FAR 97-15. The acquisition will be made
pursuant to the authority in FAR 13.5 to use simplified procedures for
commercial acquisitions. The standard Industrial Code is 3861 and the
business size is 500 employees. This solicitation is set aside for
small business. Requirement: The National Cancer Institute, Laboratory
of Molecular Pharmacology, requires a Imaging System/Microscope
Control System which is compatible with its existing IX70 Olympus
microscope. The Imaging System shall meet or exceed the following
specifications: 1) allow computer control of the miscoscope and the
filter wheel to facilitate smooth filter change; 2) allow automatic
image acquisition and motorized stage control; 3) include a Macintosh
driven IPLab software capable of controlling both image acquisition and
image analysis; 4) include hardware compatible with both the software
and the inverted IX70 Olympus microscope; 5) include the following
6-position filter wheel that will allow full computer controlled
automation of the image acquisition stage: a Narrow band excitation for
DAP/Hoechst, a narrow band FITC filter, a triple pass DAPI/FITC/TXred
triple pass filter and a TRITC for PI/Cy3 filter; 6) include separate
emitters for CFP and YFP and a broad spectrum emission filters that
shall be controlled digitally by the software. These filter modules
will be compatible with the Fluorescent Energy Transfer (FRET)
protocols. The control module shall be compatible with the IPLab image
acquisition software; 7) include a cooled CCD camera for image
acquisition that shall cool to -50C, support a 12 bit digitizer, allow
a 20 MHz readout and a minimum 1000x1000 array. The camera shall also
be compatible with the imaging system, and should be driven by the
IPLab image acquisition software; 8) shall include a motorized XY stage
and the controlling modules used to quantitate the fluorescence
intensity at precise coordinates within the cell field; 9) software
that includes a motion control module compatible with the IPLab
software and with the motorized stage. The system shall be compatible
with the NCI computer network and allow data processing using the other
MacG4 and iMac computers. The offeror shall also provide a one year
warranty inclusive of parts and labor and on-site technical support as
required. Delivery time including installation and integration of all
items shall be within 15 days after award. Delivery shall be FOB
Destination or FOB Origin with transportation insurance provided by the
vendor with inside delivery. The following FAR provisions and clauses

COMMERCIAL ITEMS -- DEVIATION FOR SIMPLIFIED ACQUISITIONS. The
following FAR clauses cited in paragraph (b) of the clause at FAR 52.2
12-5 are also applicable to this acquisition: FAR 52.222-26, EQUAL

FUNDS TRANSFER -- OTHER THAN CENTRAL CONTRACTOR REGISTRATION. Offerors
must provide descriptive literature, warranties, and/or other
information in sufficient detail to demonstrate that their quotation
fully meets the requirements of this solicitation. The contract will be
awarded to the lowest price offer that fully meets the requirements of
this solicitation. The award will be in the aggregate for all items
listed herein. Offers/quotations must be in writing and one original
and two copies of the following shall be submitted: 1) A price quote on
a completed SF-18 or SF-1449 with a completed "Schedule of Offered
Supplies/Services," signed by an authorized individual to bind the
organization; 2) A completed copy of FAR 52.212-3 "Offeror
Representations and Certifications -- Commercial Items -- with Duns
Number Addendum," signed by an authorized representative of the
offeror; 3) descriptive literature and other information indicating
that the quotation fully meets the requirements herein: 4) A copy of
the most recent published price list (this is not a quotation) if
available; and 5) acknowledgment of amendments, if any. All offers and
related materials must be received in the noted office by no later
than 2:00 PM EST on May 2, 2000. Full text copies of the
