The National Institute of Standards and Technology (NIST), intends to negotiate on a sole source basis with Zygo Corporation, 21 Laurel Brook Road, Middlefield, CT 06455 under authority of FAR 13.106-1(b)(1) for an upgrade to the existing Zygo GPI-ST Optical Interferometer (NIST Property No. 572599) This will add computer control and data analysis to the system. The Government requires GPI-ST to be upgraded to GPI-XP. This upgrades includes: 320 x 240 pixel CCD camera, PZT Phase Modulating Receptacle, automatic light level controller, Type II Instrument board, 9" VGA fringe monitor, Metro-Pro analysis software for Windows NT, PC-based computer with hardware required to control the upgraded interferometer. The Government requires the Dell GX1/T+ Pentium III, 500 Mhz Computer which includes: 500 MHz Pentium III processor in tool-less MiniTower chassis, integrated ATI 3D Rage Pro AGP graphics w/8 MB SGRAM, 19" SVGA color monitor, model 1200 HS, 1600 x 1200 Res. 256 MB, 100 MHz, SDRAM, 6.4 Gb IDE Hard drive, 14/32 X CD ROM, 3.5" Ethernet Network Adapter, Microsoft IntelliMouse and quiet Keyboard. The Government requires a one-year warranty on the entire system (including items not replaced). The Government requires a three-year on-site warranty on Windows NT Workstation 4.0. On-sites services shall include a maximum of next business day's turnaround from call to on-site service during warranty period. The Government requires on-site installation and training. Zygo Corporation is the only source that can provide an upgrade to NIST existing Zygo Instrument Property No. 572599 because the conversion of a model GPI-ST to a GPI-XP requires the replace of major internal components that are specialized to this particular system. The associated computer system is required to be configured with Zygo proprietary hardware and software to operate the upgraded interferometer. There is no other source that is licensed to sell or maintain this system. No solicitation package will be issued. The Contractor must be able to meet all the requirements stated herein.
