synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation, proposals are being requested and a written solicitation
will not be issued. Solicitation number 590-14-00 is issuesd as a
request for proposal and incorporates provisions and clauses in effect
through Federal Acquisition Circular 97-16 (Feb 2000). The Standard
Industrial Classification Code (SIC) is 5045. The small business size
is 100 employees. This is solicitation is set-aside for small
businesses. The contractor will provide (1) one RadWorks Data
Acquisition Workstation (or equal) with frame grab board Howtek which
includes a Pentium III 500 Mhz, 128 MB Ram, 18GB HDD, 40X CD Rom,
10/100 Network Interface Card, 8MB Video, 21" SBGA monitor, frame grab
board, Howtek 450 film digitizer, 56K modem, UPS, Windows NT
workstation 4.0, PC anywhere, Norton Antivirus adn (2)one RadWorks
standard 5.0 software. Cost proposal shall include F.O.B. destination,
integration installation, testing,training, and any software upgrades
for a period of six months. Support coverage will be 24/7/365 phone
support (one hour call back) with on site response within twenty-fours
hours if required. Warranty shall include full parts, labor, and
travel for a minimum of twelve months from the date of installation.
The government will provide the contractor with the laptop for
integration and testing. The system must be fully compatible with the
system in use at the Naval Medical Center, Portsmouth, Virginia in
order to allow for the transfer of both images and reports between
facilities. The following FAR and VAAR clauses/provisions apply to this
acquisition: 52.212-1 Instructions to Offerors-Commercial Items:
52.212-2 Evaluation-Commercial Items, paragraph (a) is completed as
follows: the VAMC Hampton will award a contract resulting from this
solicitation that will be most advantageous to the Government, price
and other factors considered. The following factors, listed in
descending order of importance shall be used to evaluate the offers
presented: (1) compability with other RadWorks software systems (2)
years of experience working with RadWorks systems (3) image resolution
(4) speed of data acquisition (5) digitizer scanning and transmitting

Commercial Advertising. Companies wishing to respond to this
solicitation must provide this office with the following: (1) a price
quote on company letterhead showing the solicitation number, prompt
payment terms, remittance address, and DUNS number (2) a technical
proposal addressing the factors listed above to include any descriptive
literature and technical data sheets necessary for the agency to
determine whether the product offered meets the requirements (3) a
completed copy of FAR 52.212-3 Offeror Representations and
Certifications-Commercial Items. Offerors are hereby on notice that the
Governmentmay elect to award a contract with discussions or
presentation. Offers are to be mailed to Barbara Simmons, Contracting
