Contract Specialist 317-510-4701 E-MAIL: Contract Specialist,
julie.harbert@dfas.mil. The Defense Finance and Accounting Service
(DFAS) has a requirement for a tool or suite of tools that will provide
what DFAS has defined as self-serve web applications. Self-serve Web
applications are generally defined as more complex than static HTML Web
pages, but less complexity than mission critical Web-based
applications. Background: DFAS has a wide variety of Web based
applications. DFAS has chosen to classify these applications into three
groups: Mission Critical Web, Static Web and Self-Service Web. Mission
Critical Web based applications are pages that may include significant
backend processing and many variables with dependencies characterize
this category of web application. These web applications may also
include master to detail representations. DFAS has chosen to develop
this type of application using a CASE tool methodology. Static Web
applications are pages whose content does not change characterize this
category of web application. The content for the majority of these
sites is fixed.Typically does not include the use of forms or the
processing of any input from the web user. Self-Service Web
applications are pages that may include limited backend processing,
basic forms, and limited interactions with the web user characterize
this category of web application. These web applications would not be
used as input to any mission critical application. DFAS is requiring a
tool or tool suite that will satisfy the last category, self-service
web based applications. Please review the list of requirements provided
(attachment 1). A working group comprised of members from both the
developer and functional DFAS communities developed these requirements.
The requested information is for planning purposes and does not
constitute a commitment, implied or otherwise, that a procurement
action will be issued. No entitlement to payment of direct or indirect
costs or charges by the Government will arise as a result of the
submission of contractor's information. The Government shall not be
liable for or suffer any consequential damages for any proprietary
information not properly identified. Proprietary information will be
safeguarded in accordance with the applicable Government regulations.
If there is a GSA or other contract vehicle already available for the
technology being proposed, please include this information in the
response. Firms who wish to receive the attachment describing the
requirements for the web based application development tool
requirements, please your request in writing via e-mail
julie.harbert@dfas.mil, or fax request to Julie Harbert's attention at
317-510-4698. DFAS, as with all DOD, prefers an existing web tool
rather than the development of such, however all information is
desired. Submissions requested in response to this RFI, are your
company's web site and or brochures/literature containing points of
contact and phone numbers for further information. All responses are
required by April 28, 2000 or sooner. Posted 04/14/00 (W-SN445132).
