Drug Abuse (NIDA) is soliciting proposals from qualified organizations
having the capability to carry out clinical studies to determine the
pharmacokinetics and pharmacodynamics of new medications for treating
drug addictions in humans. The data obtained will be submitted to the
Food and Drug Administration (FDA) in support of INDs (Investigational
New Drugs) and NDAs (New Drug Applications). Offerors must indicate
possession of current DEA registration for Schedule II-V substances
prior to award and shall demonstrate either possession of or ability to
obtain a DEA Research Registration for Schedule 1 under the controlled
Substances Act of 1970. This work is currently being performed by the
University of California, San Francisco under Contract N01DA-4-8306.
NIDA anticipates that a 3-year cost reimbursement type contract (with
options for 2 additional years, plus options for additional
quantities), will result from this procurement. RFP No. N01DA-0-8807
will be available electronically on or about May 2, 2000, and may be
accessed through the Internet at the following address: (URL:
http://www.nida.nih.gov/RFP/RFPList.html) Please note that the RFP for
this acquisition will be streamlined to include only the Work
Statement, Deliverables and Reporting Requirements, Special
Requirements and Mandatory Qualifications, Technical Evaluation
Criteria, and other necessary Proposal Preparation Instructions. All
information required for the submission of an offer will be contained
in the electronic RFP package. Following proposal submission and the
initial review process, offerors comprising the competitive range may
be requested to provide additional documentation to the Contracting
Officer. Response to the RFP will be due on or about June 17, 2000. Any
responsible offeror may submit a proposal which will be considered by
