Department of Energy anticipates issuing a solicitation for a new program on Geothermal Resource Exploration and Definition. This program is in support of the Department's Geothermal Energy Program, and has the primary objective of developing collaborative efforts to support the exploration and definition of new geothermal resources, leading towards the eventual development of this energy source and increasing the amount of electrical power generated from geothermal energy in the western United States by supporting the exploration, well drilling, and definition of hydrothermal resources. It is expected that accomplishment of this objective will lead to the increased use of secure renewable resources, the reduction of greenhouse gasses generated from fossil-fuel powerplants, and the creation of jobs to generate this domestic energy source. To further promote the commercial use of geothermal energy, previously undiscovered geothermal resources are designatedas specific areas for emphasis in this effort. Projects may consist of up to three phases: 1) Phase I -- includes the completion of surface exploration to discover a probable geothermal resource and select a site for drilling a geothermal exploration well; 2) Phase II -- consists of the drilling of a slim-hole (six inches diameter or less) exploration well and the compilation of drilling and temperature data to further confirm the resource; and 3) Phase III -- includes the testing of the geothermal resource to define the reservoir characteristics of the geothermal resource. Proposed projects may begin at any phase and documentation will be required for all three phases. One or more projects could be funded during the Fiscal Year 2000 funding level of $900,000. Funding for subsequent years is dependent upon Congressional appropriations and Departmental priorities. The resultant financial assistance award will be made on a competitive basis that represents the best value to the government and may include award of multiple cooperative agreements. A written proposal with both technical and cost volumes will be solicited. Projects submitted as applications under this solicitation are expected to be completed within three years. Each project will be cost-shared with the applicant(s) providing a minimum of 20% of the costs (at least 10% must be for direct costs and not in-kind contributions).
