C -- ENVIRONMENTAL ASSESSMENT SOL 843100-00-Q-3070 DUE 051500 POC Alma Frye (202) 730-3511 The United States Soldiers' and Airmen's Home (USSAH) has a requirement for an environmental assessment of the 49 acre portion of the USSAH property east of North Capitol Street for potential development. The assessment is to determine the extent, if any, of contamination of soils and ground water from concerns identified in the Phase I Assessment, and whether archeological conditions are present which could adversely impact economic development of the site. Work includes review of Phase I Assessment, soil borings, groundwater monitoring wells, non-destructive geophysical assessment, archeological assessment, topographic survey, and remediation plan for any environmental hazards found. A site visit will be held on or about April 21, 2000 in the Engineering Division Conference Room, Building 73, USSAH, at which offerors may obtain the Request for Quote (RFQ), view available reference material, and visit the property. Reference material includes the Phase I Environment Site Assessment and site maps. Proposals including price will be submitted by May 5, 2000. The USSAH intends to complete evaluations and award a contract based on the "best value" proposal by May 15, 2000. Selection criteria will include 1) professional qualification 2) specialized experience showing technical competence; 3) successful completion of similar projects on Government owned property; 4) capacity to complete the work in the required time; and 5) past performance. All evaluation factors are equal. Price will be evaluated but not scored. This requirement is for A&E Service in accordance with FAR Part 36.6.
