The Government of Honduras acting through The Honduran Social Investment Fund (FHIS) with financial assistance from the United States Agency for International Development Mission in Honduras, invites expressions of interest to participate in the first bidding process for the reconstruction and expansion of 22 water, sewerage and drainage sub-projects in 13 Honduran Municipalities. Interested firms must be able to provide Spanish speaking personnel since all documentation is in the Spanish language. The Honduran Government is starting the permanent rehabilitation and expansion of water and sanitation infrastructure damaged by Hurricane Mitch. The Reconstruction Program will be implemented by the Directorat of Major Infrastructure, DIM, of the Honduran Social Investment Fund (FHIS). Financing for this Project originates from the United States Agency for International Development (USAID) and the Government of Honduras (GOH). All contracting processes under this Program will conform to the GOH/USAID Host Country Contracting Procedures, USAID host country contracting and Government of Honduras contracting procedures. This bid is part of a Program that will rehabilitate and expand water, sewage, drainage and landfill systems, located throughout Honduras. The rehabilitation and expansion works financed under the Program will include the following: 107 projects focused on water, sewerage, drainage, basic services for housing projects for displaced families and small landfills located in 50 Honduran secondary cities. Typical works include: water intake structures, conduction lines, distribution networks, well drilling, storage tanks, drainage networks, collectors, pumping stations, stabilization lagoons, superficial concrete lined drainage canals, etc. Although bidders will not be pre-qualified, the bidder's qualifications to perform satisfactorily must be established after bids have been received. To facilitate the evaluation of a bidder's qualifications, an evaluation questionnaire attached to the bid must besubmitted. The information must be enclosed in a separate envelope from the actual bid. It will be opened and reviewed prior to the bid opening. Only the bids of qualified bidders will be opened. The documentation will be available from DIM/FHIS at a cost of $300. As of April 10, 2000, this CBD as well as the evaluation and part of the bidding documentation can be viewed and downloaded using the Agency Web Site. All bids should include a bid bond, directed to Moises Starkman, Minister of the FHIS. Receipt of the evaluation and bidding documentation must be confirmed by written notification to the contact person noted above if you wish to be notified of any amendments to the documents.
