D -- INFORMATION TECHNOLOGY CONTRACT SUPPORT SERVICES SOL RFP #949504 DUE 042800 POC Linda L. Ruppert, Contracting Officer, (304) 625-2444 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This combined synopsis/solicitation is issued as a Request for Proposal (RFP # 949504). (iii) This solicitation document and incorporated provisions and clauses are those in effect through the FEDERAL ACQUISITION CIRCULAR 97-15. (iv) This solicitation is not restricted to a set-aside. Standard Industrial Classification Code is 7371 and the small business size standard is $18.0 Million annual receipts. A firm-fixed price purchase order will be issued as a result of this combined synopsis/solicitation. (v) The RFP is for contract support services for the period of contract award through September 30, 2000: (Contract Line Item Number) CLIN 0001: Information Technology Contract Support Services. (vi) The FBI intends to negotiate for the acquisition of information technology contract support services to provide technical advice and assistance as required by the CJIS Division's Information Technology Management Section, Contracting Officer's Technical Representative (COTR), or the FBI Contracting Officer. The Contractor shall be specifically responsible for the review and analysis of in-process and completed design products associated with the NCIC 2000 Central Segment and Central Processing Applications. The reviews and analyses performed shall include, but not be limited to the following activities: A) Review and assess contractor-produced documents (e.g., Hardware Failure Summary Reports, Software Failure Summary Reports, Monthly Progress Reports, Software Design Documents, Software Requirement Specifications, and Requirement Traceability Matrices); B) Analyze Entity-Relations models and diagrams, functional, data conceptual and logical data models that have been developed. The analysis performed shall be for the purpose of assessing the technical competency, completeness and efficiency of all processes; C) Review and assess contractors' architecture, design, testing, integration, system software and hardware environment, facility management, software development folders, software code, plans, schedules, and metrics; D) Review and assess the contractors' approaches to productivity and software quality, testing and test planning support for system integration and acceptance testing; E) Support the assessment of operational readiness, to include organizational, procedural, resource and logistics readiness in addition to the readiness of the System of Systems and other systems to which NCIC 2000 will interface; F) Analysis, planning and implementation support to correct any deficiencies detected in the above assessment; G) Support for human factors studies and analysis of technology insertion requirements to meet outstanding functional, interface, or human interactions needs; H) Attend all meetings and technical discussions as directed by the NCIC 2000 COTR; I) Assist and meet with all other NCIC 2000 Project personnel and other support service contractor personnel when visits are scheduled at the Harris facility; and I) Act as the FBI's Point of Contact and resource expert to the prime development contractor (Harris). (vii) All deliverables shall be made to the FBI, CJIS Division, 1000 Custer Hollow Road, Clarksburg, West Virginia 26306, to the attention of the individual who will be identified on the delivery order. For past performance evaluation, offerors shall provide the name(s), address(es), and telephone number(s) of any Government customer(s), that have utilized the offeror's services for the same or similar item during the past two years. (xiii) Additional requirements: 1) The contractor must be willing to (reside) travel, in accordance with Federal Travel Regulations, to Clarksburg, WV, as directed by the FBI, if deemed necessary during the course of the work, with prior approval for same; 2) Work shall be performed on-site within the Clarksburg, WV city limits. The contractor shall be responsible for obtaining a city business license in order to meet Business and Occupation tax obligations.
