The U.S. Agency for International Development plans to award a contract for a period of three years with and optional two year extension to assist the Government of Ukraine in continuing the reform of its pension system by supporting the introduction and implementation of a private pension system in Ukraine as summarized below. This pre-solicitation notice will be followed by a formal Request for Proposal (RFP), containing additional detail. USAID expects to issue the RFP via the USAID website (information below) o/a May 19,2000. If you or your organization would like to be listed in the RFP as having expressed interest in this competition, please notify the USAID/Kiev contact person via email or fax within two weeks of this notice. The contractor will establish a legal/regulatory framework, create the regulatory and supervisory bodies, and improve public confidence through education and training in the nascent Ukrainian private pension system and relevant institutions. While promoting the establishment of a private pension system in Ukraine, the Contractor will also assist the Government of Ukraine to build up its current national "pay-as-you-go" pension system by increasing its collection of contributions and by strengthening its enforcement activities.
