Description: The Naval Sea Systems Command intends to issue a
solicitation to Todd Pacific Shipyards Corporation (Todd) for depot
level maintenance and repair availabilities of surface combatants
homeported in the Puget Sound, WA area. Negotiations and award will be
in accordance with authority provided by the Secretary of the Navy to
award a contract under the public interest exception to the
requirement for full and open competition, 10 U.S.C. 2304(c)(7) and FAR
6.302-7. The required Congressional notification was provided 07 April
2000 and award will occur no sooner than 30 days after the
notification. The contemplated contract will be a multiple
year/multiple ship/multiple option, cost plus incentive fee contract.
A non-exclusive teaming arrangement between Todd (as the prime
contractor) and other West Coast contractors is anticipated for
contract performance. The initial award will be for the Docking
Selected Restricted Availability (DSRA) of USS DAVID R. RAY (DD-971),
which is scheduled to begin on or about 21 June 2000. Subsequent
options for maintenance and repair availabilities will be exercised, as
determined by the Government, over a period contemplated not to exceed
