solicitation on or about May 1, 2000 for proposals to satisfy a
requirement to provide administrative and technical support services to
the Office of Energy Efficiency and Renewable Energy, "Marketing
Partnerships and Studies in Support of DOE's Rebuild American and
Energy Star Programs." The requirement is being set aside for 8(a)
business concerns under SIC code 8742. In partnership with industry and
government, the Office of Building Technology, State and Community
Programs (BTS) develops, promotes, and integrates energy technologies
and practices to make buildings more efficient and affordable and
communities more livable. Accomplishing this mission through a variety
of innovative programs that leverage non-federal resources and
expertise will create new jobs, and lower the emissions of air
pollutants, including greenhouse gases. It is a requirement of this
agreement that the contractor shall support the Office of Energy
Efficiency and Renewable Energy, and the Building Technology, State and
Community Programs Sector (BTS) in the Rebuild America and Energy Star
program areas. The mission of the Rebuild America program is to deploy
energy efficiency and renewable energy technologies through community
partnerships. The mission of the Energy Star program is to identify and
promote appliances, equipment, homes, and buildings that significantly
exceed the present energy efficiency standards. Rebuild America
program -- to assist the U.S. Department of Energy's (DOE) Office of
Building Technology, State and Community Programs in implementing their
Rebuild America program, the contractor shall undertake actions in the
following key areas: (1) Marketing Assistance to Local and State
partnerships and Regional Teams, (2) National Communications Campaign,
(3) Internet and Web-based Communications Design, Development, and
Maintenance, (4) Marketing Activities and Outreach with Business
Partners, (5) Strategic Marketing with Sector Audiences and
Associations, (6) EnergySmart Schools, (7) Information Management,
Reporting, and Market Research, and (8) Partnership Processing and
Communication. The Energy Star program requirements are to assist the
DOE in implementing these objectives, the contractor shall undertake
actions in the following areas (1) Partnership Liaison Development, (2)
Energy Star Windows Infrastructure Adoption, (3) Communications, and
(4) Project Management. In support of both programs, the contractor
shall undertake actions in the following areas: (1) Engineering and
Scientific Assessment, (2) Technical Reviews, (3) Energy Impact and
Assessment, (4)Environmental Health and Safety Assessment, (5
Engineering Information and Economics, (6) Peer Review and Evaluation,
and (7) Program Analysis. The solicitation No. DE-RP26-00FT40805 will
