intends to issue a Request for Proposal (RFP) for Air Traffic Control
(ATC), Ground Electronics Maintenance (GEM), and Meteorology (MET)
Forecasting and Observation support services for U.S. Government
aviation support facilities worldwide. The support service task
requirements will include ATC facility operations, ATC
tower/radar/non-radar branch operations, ATC facility watch
supervision, control tower operations, radar/non-radar operations,
special use airspace operations, flight planning/flight following/base
operations, terminal instrument procedures development, ATC training
support, electronics maintenance operations, electronics maintenance
work center operations, electronics radar/NAVAIDS maintenance,
electronic communications maintenance, meteorology systems maintenance,
ADP systems maintenance, GEM training support, meteorological facility
operations, MET forecasting, meteorological observation services, MET
training support, supply support services, administrative support
services, and contract/program management. Planned services will be
performed in Antarctica and other U.S. Government aviation facilities
worldwide. The planned contract will be an indefinite delivery,
indefinite quantity, cost-plus-fixed-fee type contract, and will be
issued for a base year, with four one-year option periods. This
procurement will be conducted under full and open competition on an
unrestricted basis. The applicable SIC Code is 4581 with a size
standard of $5M. The Government reserves the right to make multiple
awards if it is determined to be in the best interest of the
Government. Award will be made on the basis of best value, considering
cost, technical factors, past performance and corporate experience.
All responsible sources may submit a proposal which shall be considered
by the agency in response to this solicitation. Prior to formal RFP
release, the Government intends to post draft documents related to this
procurement on SPAWAR's Business Opportunities Home Page under the
SPAWAR Systems Center Charleston Future Opportunities Section
(reference the web page address link noted below). All comments
concerning these draft documents are to be provided in writing to the

previously advertised in the CBD as a Sources Sought notice on 2 March
2000. It is anticipated that the formal solicitation will be available
