announcement expresses an intent to competitively solicit and negotiate
for a fixed-price purchase order to prepare a management analysis for
the Lake Berryessa Management Area (LBMA) for the Bureau of
Reclamation. The LBMA includes 20,000-acre Lake Berryessa and 10,000
acres of land. Currently, there are seven full-service concession areas
(resorts) on the lake under contract with the Bureau of Reclamation, as
well as numerous day use areas and trails directly managed by the
Bureau of Reclamation. The study will assist the Bureau of Reclamation
in determining the most feasible option to provide the greatest
customer service to users of the LBMA. The potential and capability of
the Bureau of Reclamation, the Bureau of Land Management, and a number
of other federal, state and local agencies to manage the LBMA will be
reviewed. Several previous studies are available for review and use as
background. The four tasks included in the management analysis are: 1)
Describe the existing situation and management strategy for the LBMA.
This task includes identifying the various stakeholders in the existing
LBMA management process. 2) Analyze the strengths and weaknesses of
various agencies to manage LBMA, with emphasis on concession
management. 3) Assess the potential for special Congressional
designation. This task includes review of the management plans and
recreation strategies of agencies and recreation providers in and
around the LBMA. 4) Summarize findings. The delivered summary will be
useable for public outreach purposes. Payment will be based on a
schedule of deliverables. Innovative methods of performance will be
considered. This is a simplified acquisition with an estimated price of
less than $100,000. This notice is the only official notice prior to
award of the purchase order. The anticipated award date is May 31,
