COMMERCE BUSINESS DAILY ISSUE OF APRIL 18,2000 PSA#2581SEAT IMPROVEMENT INFLATABLE RESTRAINTS SYSTEM (SIIRS) PROGRAM; REQUEST
FOR PROPOSAL (RFP) F41624-00-R-1116 NOTICE TO RELEASE FINAL REQUEST
FOR PROPOSAL ON 03 MAY 2000. The object of SIIRS is design and
demonstration of inflatable technology for use on ejection seats to
decrease risk of injury to aircrew members from initiation through
seat-man separation of the ejection sequence. The Awardee(s) will
furnish the personnel, services, facilities, equipment and material
necessary to design, develop, fabricate, test and evaluate SIIRS. This
effort will be conducted using an ACES II (F-16 configuration)
Ejection Seat. These results may be used to determine the feasibility
to continue this effort from Early Engineering, Manufacturing, and
Development (EEMD) further into Engineering, Manufacturing and
Development (EMD). The SIIRS objective is to award two contracts and it
is anticipated that this competitive acquisition will reduce total
program cost and increase the probability of program success.
Currently, it is anticipated that only $2.4 Million esists to award two
contacts. Affordability is a key issue to thisprogram. A small business
set-aside is not appropriate for this program as no two small
businesses are available to accomplish this effort. Although numerous
businesses expressed interest during the Market Research phase of this
pending acquisition, no small businesses have indicated any capability
of performing this work. However, teaming and partnering within
industry is encouraged. The pending acquisition will be processed
utilizing full and open competition procedures. A Full and Open
Competition Source Selection will be conducted in accordance with FAR
Part 15 and its supplements. Award will be made to the offeror or
offerors whose proposal or proposals, as based on the established
evaluation criteria (as written in "Section M" of the RFP), provides
the best value to the Government under Full Trade-Off Source Selection
Methodology. The contract type will be Cost Plus Fixed-Fee. Addtional
information regarding this procurement may be found at the San Antonio

encouraged to register through the website in accordance with the SARAH
instructions listed. This will provide you with e-mail notification of

communication regarding this acquisition will be conducted at the
website, including any modification to this synopsis. Tentative date

DO NOT PROPOSE ON THE "DRAFT RFP." ENSURE YOUR FIRM UTILIZES THE
"FINAL" RFP TO FORMULATE ITS PROPOSAL. An ombudsman has been appointed
to address concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The Ombudsman does not
diminish the authority of the Program Director or the Contracting
Officer, but communicates contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Parties
