www.eva.johnson@dfas.mil. The Defense Finance and Accounting Service
(DFAS) has a requirement for Commercial Off the Shelf (COTS) financial
management and accounting courses. Place of performance: DFAS HQTS,
DFAS Centers and various locations throughout the United States and out
of Continental United States (OCONUS). Actual locations are identified
in the Statement of Work (SOW). Under FAR Part 8, the Government
intends to award RFQ MDA210-00-Q-0014 in an effort to establish a
single-award Blanket Purchase Agreement (BPA), but reserves the right
to issue multiple agreements, to Contractor(s) holding GSA Schedule No.
69 for Training Aids and Devices, Instructor-Led Training, Development
for Course Materials under Special Item Number 27 400, or Contractors
holding GSA Schedule No. 874 for Management, Organization, and
Business Improvement Services (MOBIS) under Special Item Number 874-4.
All required courses must be available under GSA schedule. The
Government intends to award any single contract on an all or none
basis, therefore, all required courses must be available under GSA
schedule. The Government will award to the Contractor(s) whose proposal
is determined to be the "best value" to the Government, price and other
factors considered. It is the intent of the BPA to secure discounts on
a cumulative basis throughout the life of the BPA. The anticipated
Level of Effort (LOE) is a total of 200 iterations of CONUS classes and
20 iterations of OCONUS classes per year. There is no minimum number of
classes guaranteed. All classes will be in Government-provided
facilities. The period of performance for the BPA will be one base year
and three (3) additional option years. Only Federal Supply Schedule
holders will be considered for award. Partnering arrangements are
authorized, in accordance with terms and conditions and RFQ. The
Request for Quotation (RFQ) and Statement of Work (SOW), and attached
documents will be posted to the DFAS website, www.dfas.mil, on/about
April 18, 2000. All information available for this procurement will be
available at this site. Hard copies will not be provided. Any requests
for the RFQ, SOW, or any additional information will be disregarded.
