Oceanic and Atmospheric Administration intends to award a sole source
contract to DWJ Television of Ridgewood, N.J. for a base period of
twelve months and one twelve-month option period under the authority of
41 U. S. C. 253 (c)(1) Only one responsible source, for the GLOBE
Program Office under the U.S. Department of Commerce for the following:
The GLOBE Program office has an immediate requirement for three
additional atmosphere protocol videos as a result of GLOBE's successes
in developing program enhancements in this area. GLOBE has an
additional requirement for subtitling (foreign-language captioning) of
27 GLOBE videos, each in four United Nations languages (French,
Spanish, Russian, and Arabic). These are comprised of 24 videos
previously produced by DWJ plus the videos mentioned in the paragraph
above. The scientific and education integrity of the videos must be
maintained, as-well-as the continuity of the format and style of the
entire GLOBE video series, including the 24 videos already produced
as-well-as the three (3) new atmospheric protocol videos. Subtitling
may require integration of existing footage and musical sound track
editing to maintain continuity . To ensure highly accurate measurement
data for use by scientists worldwide in their research, it is also
essential that the contractor have demonstrated capabilities in
producing environmental science education training videos in the format
and style developed under very detailed GLOBE Program guidance, as well
as extensive subject matter expertise with GLOBE Protocols. The GLOBE
Program is a hands-on environmental science and education program that
unites K-12 students, educators, and scientists from around the world
in studying the global environment. GLOBE students make environmental
observations at or near their schools, report their data through the
Internet to a GLOBE data processing facility, receive and use global
images created from worldwide GLOBE school data, and study
environmental topics in their classrooms. Over 8,400 schools in 89
countries participate in the GLOBE Program. To participate in the GLOBE
Program and become a GLOBE school, teachers must receive special
training on teaching the environmental measurement procedures, on using
GLOBE images as instructional materials, participating in GLOBE using
Internet/World Wide Web technology, and creating partnerships among
students at GLOBE schools around the world. Broad international
participation is integral to the design of the GLOBE Program. In
support of these trained GLOBE teachers, instructional materials have
been developed, including videos that describe in detail the GLOBE
scientific measurement protocols. These scientifically accurate videos
enhance the training experience, emphasize important protocol
procedures to help assure high data quality for research use, and are
used by the teachers as a learning tool for their students. Vendors who
believe they can meet this requirement are required to submit in
writing an affirmative response demonstrating a comprehensive
understanding of the GLOBE Program objectives. The offeror must have
demonstrated capabilities in producing environmental science education
training videos. As the three new atomospheric video protocols are
being added to an existing series, it is the Government's requirement
that they maintain the same consistency, look and feel as the previous
24 videos. All written responses must include a written narrative
statement of capability, including detailed technical information
demonstrating their ability to meet the above requirements. The
response must be sufficient to permit agency analysis to establish a
bonafide capability to meet the requirements. Failure to submit such
documentation will result in the Government proceeding as stated above.
A determination by the Government not to open the requirement to
competition based upon responses to this notice is solely within the
discretion of the Government. A fixed-price contract is contemplated
for this effort. Affirmative written responses must be received no
later than 45 days after publication of this synopsis. All information
in response to this notification must be submitted in writing to the
