Air Systems Command intends to negotiate and award a fixed-price type
contract to procure a modified configuration of the AN/ALQ-99 Band 9/10
Transmitter, capable of operating in the Band 7/8 frequency band. This
announcement is an amendment to the CBD Announcement, 20022-99, posted
on 8 December 1998. The requirement involves non-recurring effort to
accomplish Band 9/10 design changes, fabrication and testing of up to
18 Band 7/8 units, creation and delivery of associated technical data,
and up to three years of logistics support. The transmitter will be a
Weapons Replaceable Assembly (WRA), mounted in the ALQ-99 Tactical
Jamming Pod used on the EA-6B aircraft. The transmitter will amplify
and radiate jamming signals generated by the ALQ-99 Universal Exciter
Upgrade and ALQ-99 On-Board System. The Government intends to award a
contract to BAE Systems in Lansdale, PA pursuant to Title 10 U.S.C.
2304(c)(1) since BAE Systems is the designer, developer and sole
manufacturer of the AN/ALQ-99 Band9/10 and the only known source that
can meet program requirements. Any other interested parties should
