issue a noncompetitive Request for Proposal (RFP) to the Boeing
Company, Rocketdyne Propulsion and Power (Rocketdyne) for continued
Space Shuttle Main Engine (SSME) support of the Space Shuttle Program.
The period of performance for this activity will be January 2002
through September 2006. The contractor shall furnish the necessary
management, labor, facilities, tools, and materiel (except as provided
by the Government) to perform activities such as readying SSME's for
flight, refurbishment of flown engines, anomaly resolution, and
continued development. In addition, the Contractor shall maintain a
flightworthy fleet of at least 12 SSME's at Kennedy Space Center . No
other supplies or services will satisfy, or are qualified for, agency
requirements. NASA/MSFC intends to acquire these services
noncompetitively from Rocketdyne pursuant to FAR 6.302-1(a)(2)(ii).
Award to any other prime contractor would likely result in substantial
duplication of cost to the Government that is not expected to be
recovered through competition and unacceptable delays in fulfilling
NASA requirements. However, there will be ample subcontracting
opportunities available. The RFP will be released on or about June 01,
2000. A firm date for receipt of proposals will be stated in the RFP.
Notification of interest and capability to respond to this requirement
or to sumit proposals in response to this synopsis should be provided
to the Contracting Officer within 15 days of the date this synopsis is
