Marine Design Center (MDC), U. S. Army Corps of Engineers, intends to
acquire a debris management vessel to serve its Huntington District at
the Bluestone Lake and Dam project. An option for a second, identical
vessel will be included in the solicitation. The vessel will be
utilized to handle driftwood and debris on the New River and Bluestone
Lake in Southeastern West Virginia, and shall be suitable for
intermittent operation, occurring at any time of year. The vessel shall
be approximately 50 ft long by 20 ft wide, with a hull depth of 5 ft.
A small, heated deckhouse shall be provided with sufficient space for
propulsion and steering controls, and a small head with an incinolet.
The vessel shall include a pedestal-mounted, diesel powered,
hydraulically-operated, loader-type crane with a minimum rated lift of
17,000 lbs. and a boom length of 27 feet. The crane shall be capable
of 360 degree rotation. A grapple shall be provided with the crane and
fitted with a hydraulically-operated chain saw device. The grapple
shall have an opening diameter of at least 43 inches. The saw shall
have a cutting diameter of at least 27.5 inches. The vessel will be
designed and built in accordance with ABS rules for Steel Vessels on
Rivers And Intracoastal Waterways; however, the vessel will not be
classed by any regulatory agency. Upon delivery to the upriver side of
Bluestone Dam, testing shall be performed to demonstrate hull
integrity and proper functioning of all machinery. The solicitation
will be formatted as "Design and Build" type based upon a Concept
Design prepared by MDC. The resultant contract will utilize MDC's
three-phase contracting methodology. Issue date for the solicitation is
on, or about, May 20, 2000, with a bid opening date on, or about, July
6, 2000. Solicitation documents will be furnished on CD-ROM only; hard
copies will not be available. Bidders are responsible for printing
paper copies of the solicitation. One copy of the CD-ROM will be
furnished to each bidder at no charge. Requests for a CD-ROM shall be
made by registering at the Web site listed below. Alternatively,
requests may be submitted by fax to (215) 656-6780 or 6798. All
requests must include a physical street address, telephone number, fax
number, point of contact, and business size. Additional copies of the
CD-ROM will be provided at a charge of $5.00/CD. Checks must be made
payable to "USACE Finance Center, Millington" to the above address.
Your firm's Federal Tax Identification Number must be written on the
check. Personal checks must be annotated with the individual's SSN.

distribution for the solicitation is the CD-ROM. This procurement is
set-aside for small business. The SIC code is 3731 and the small
business size is 1000 employees. Liquidated damages will be specified.
