Army Simulation, Training and Instrumentation Command (STRICOM) intends
to competitively procure supplies and services for training devices,
simulation systems, training, and test instrumentation, beginning with
concept exploration through interim contractor logistics support. The
solicitation will result in a Best Value, Multiple Award Indefinite
Delivery, Indefinite Quantity Contract (ID/IQC). The awarded contract
will have an 8-year period of performance. The estimated solicitation
issue date is on or about 5 May 00. The solicitation will be issued
electronically in accordance with FAR 4.501 and 5.102(a)(7), therefore
hard copies of the solicitation will not be provided. Potential
offerors may download an electronic copy of the solicitation and any
subsequent amendments on or after the solicitation issue date at
www.stricom.army.mil/INDUSTRY/STOC. The Government will conduct a
pre-proposal conference and a workshop for implementation of Electronic
Data Interchange (EDI) and Enterprise Contractor Integrated Technical
Information Service (ECITIS) on Wednesday, 10 May 00 at the Radisson
Inn Hotel, 1724 Alafaya Trail, Orlando, FL 32826. The EDI/ECITIS
workshop will commence at 7:30 a.m. and conclude at 12:00 p.m. Firms
interested in attending the workshop are requested to register by
completing the registration form located at the following website:

limited to three attendees from each firm, optimally including a
Business Manager and an Information Technology (IT) participant.
Following the EDI/ECITIS workshop on 10 May 00 at the Radisson Inn
Hotel, the Government will conduct a pre-proposal conference. The
pre-proposal conference will commence at 1:00 p.m. and conclude at 4:00
p.m. The purpose of this pre-proposal conference is to assist industry
in their proposal preparation and to highlight key terms and
conditions of the solicitation. Firms who are interested in attending
the pre-proposal conference are requested to register by sending an
email to the Contracting Officer, Mr. Kim Denver, at
stoc@stricom.army.mil. Attendance at the pre-proposal conference is
limited to three attendees from each firm. Registration emails shall
identify the firm and individuals, by name and position by COB 4 May
