Reduction Agency (DTRA) has a requirement to fabricate samples of
frequency selective materials, provide specific omni-directional
designs using geometric construction, and perform laboratory tests to
establish actual shielding performance of the materials. This
requirement will support an effort to maximize control of radiated
emissions and interference suppression in regard to systems that must
reliably operate in a battlefield environment, which would includes a
wide spectrum of electromagnetic (EM) environments. The design and
development of these materials must incorporate the capability of
passing the appropriate battlefield signals and blocking the damaging
electronic attack frequencies (i.e., HPM, EMP, etc., all of which
typically lie below 4GHz) in order to successfully protect future
military electronics. This effort will only address a subject system
which is susceptible and subject to interfering external fields below
approximately 4GHz, yet requires no attenuation of signals at or above
8GHz. The direct program objective will be the development of one or
two application specific materials. Additionally, the program will
develop, document, and test a design method for low and high pass
materials. The objective encompasses the development of two application
materials and designs, and theoretical proof of field operability of
both the designs and materials. The developmental objectives will
include (1) geometric construction using conventional conductors, (2)
frequency selective materials, (3) multi-layer structures and coatings,
and (4) a combination of shielding technical (EM shields, filter and
electrical surge arrestors) to block external fields below 4GHz, yet
requires no attenuation of signals at or above 8GHz. The contractor is
required to explain the theory behind each construction with respect
to the said frequency range, investigate and incorporate, if
applicable, the use of conductive polymers to achieve the frequency
selectivity. The solicitation is expected to result in a single award
of a cost type contract. The Standard Industry Code (SIC) is 8731, and
the small business size standard is 500 employees. Requests to obtain
