Contracting Officer The U.S. Army Space and Missile Defense Command
intends to enter into a non-competitive contract with Technovative
Applications, a small business, to develop test plans to conduct an
interferometric radar accuracy field test and a 1-Gh single channel
receiver/processor benchtest. The contractor shall establish the radar
accuracy test procedures in a manner to determine system and
operational errors and identify analytical approach to evaluate effects
on the interferometric system. The contractor shall design and
fabricate a 1-GHz single channel receiver/processor brassboard and test
brassboard interferometric radar in the Interferometric Radar
Validation Program. The objective of the contract is to further exploit
the interferometric radar developed under a prior contract through
further design and testing; and determine the effects of system and
operational errors. In performing the prior contract, Technovative
Applications established the technical feasibility of the concept
through design, breadboard fabrication, and critical components tests,
including miniaturization of a flight unit component. It has been
determined that award to any other source would result in substantial
duplication of cost to the Government that is not expected to be
recovered through competition. The highest level of classification
pertinent to this effort is SECRET/NOFORN/ WNINTEL. Under authority of
FAR 6.302-1(a)(2)(iii), intended service is Technovative Applications,

is not open to allied participation at the prime or subcontractor
