The U.S. Fish and Wildlife Service (FWS) plans to award a sole source contract to WorkDynamics Technologies, Inc., 620 Herndon Parkway, Suite 200, Herndon, VA. 20170. The purpose of this proposed open-market simplified acquisition procurement is to acquire a commercial off-the-self, non-developmental, document tracking system. The complete requirement includes purchase of (1) license for correspondence/document tracking software for approximately 200 users; (2) application installation/configuration, including services to assist in developing the configuration design; (3) training for the end-user and system administrators based on configured design; (4) technical telephone, onsite, and remote dialup support; and (5) maintenance. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (3), as implemented by FAR 6.302-3(a)(2)(iii). The statutory authority is based upon the following: WorkDynamics possesses the following unique qualifications: they are the only know firm, based on our market analysis, that meets all of FWS's requirements. In particular, this firm has the only known product which is currently integrated with Lotus Notes e-mail in practical use by their clients. The Government Performance and Results Act (GPRA) requires that information technology initiatives be linked to an agency's goals as specified in that agency's Strategic Plan. FWS is working towards this goal and part of the process involves making the FWS's information resources easier to find and use. Consequently, in 1997 the Service undertook a review of its existing electronic mail capabilities and recommended Lotus Notes as the FWS-Mail successor to cc:Mail. Since 1997, the Service, as well as other Department of the Interior Bureaus, have successfully converted to Lotus Notes to meet its e-mail and document exchange requirements. Therefore, the demonstrated ability of the produce to integrate with the Service's Lotus Notes e-mail infrastructure is critical. An alternative messaging application would impose additional end-user training and technical and infrastructure support, all of which would incur additional cost to the Government. The correspondence tracking system currently in use is not Y2K compliant and a work around has been implemented to allow it users to continue working. Timing is critical because the work around will only remain in effect until the end of the year 2000 after which, the application will no longer work. Therefore, it is essential that a replacement system be operational quickly. Consequently, it is important that the contractor meet the identified requirements without additional customization of their product. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, the capabilities of their software to meet all of the FWS' requirements, including integrated Lotus Notes and list of current clients fully utilizing the software as identified in FWS requirements. Such capabilities must be met with an off-the-self product in use by existing clients and not as developmental or customization effort. Such capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Interested parties may make a specific request for a copy of the FWS requirements by e-mail notice to the Contracting Officer. Requests merely asking for a copy of the solicitation will not be honored. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
