ANNOUNCEMENT OF SOLE SOURCE PROCUREMENT IN JACKSONVILLE, FL U.S. GOVERNMENT SOLE SOURCE ANNOUNCEMENT JACKSONVILLE, FLORIDA As required under 41 USC 253(f), this serves to provide notice that the United States Government intends to award a sole source lease to the Jacksonville Port Authority located at NAS Cecil Field. This sole source is being proposed because, after a review of the market, the following requirements (needed to house approximately 80 employees and 8 helicopters) could be met at only one location: 12,625 net usable square feet of office space 20,475 net usable square feet of warehouse/hanger/ramp space 40 surface parking spaces Location on a military airfield Location near water Existing structure Minimal rehabilitation/alteration expense Site suitable to secure helicopters, armament, ammunition, classified materials, and cryptographic gear Sufficient, affordable housing available within 3 miles for multi and single family residency Available for occupancy by August 1, 2000 Two-year firm term lease with two 5-year renewal options The proposed space need is for a lease term beginning August 1, 2000 with the Lessor providing fully serviced space, to include required alterations. It is expected that the total requirement can be satisfied only at the present location, NAS Cecil Field through the Jacksonville Port Authority. Unless there is an alternate space of equal size and quality that meets the location requirements and is available for occupancy August 1, 2000, at an economic advantage to the Government, the requirement will be met at the aforementioned location.
