Commerce, National Oceanic and Atmospheric Administration (NOAA),
Aeronomy Laboratory, intends to award a sole source contract under
authority 41 USC 253(c)(1) to Pennsylvania State University for the
travel and on-site expenses related to the performance of atmospheric
measurements of hydroxyl and hydroperoxy radical concentrations at the
LaPorte Airport monitoring site as part = of the TEXAQS2000 Field
Campaign to be conducted in Houston, TX during the summer of 2000.
Measurement will be made at 10 meters above the = surface using
laser-induced fluorescence (LIF) on a continuous basis for a period of
four weeks beginning on August 15, 2000. Total hydroxyl radical loss
rate and hydroperoxy radical deposition rate will also be determined.
Atmospheric radical concentrations obtained in this urban area will be
contrasted with similar measurements performed Dr. William Brune of
Pennsylvania State University in Nashville during the summer = of 1999
and in a rural area during the summer of 1998. The measured radical
concentrations will be compared with predictions obtained using air
quality computer models. The measurement results and their subsequent
interpretation will be published in the peer-reviewed literature within
two years. This is a cooperative effort between Pennsylvania State
University and NOAA. This contract will cover expenses associated with
this work. This procurement is being = conducted per FAR Part 13,
Simplified Acquisition Procedures. This synopsis is issued for
information only. No competitive solicitation is planned. No award will
be made on the basis of requests in response to this notice.
Information submitted in response to this notice will be used solely to
determine whether or not use of competitive procedures to fulfill this
requirement would be in the Government=92s best interest = and must
