synopsis and solicitation for commercial items prepared in accordance
with the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Request For Quotation (RFQ) number is
N66604-00-Q-3622_. NUWC Division Newport intends to purchase the
following items: Seven (7) each SSN Generic Front End Communication
Processors II (GFCPII), with Zoltech Chassis, Fiber Distributed Data
Interface (FDDI) and WRN-6 Interface. Straight Thru Optical Cables vice
optical bypass switch. 3.0.5 Firmware. The system must be built in
accordance with the Description Operation and Maintenance Manual for
the GFCP II Version 3.0.5; Document No. 06083. This GFCP II is modified
in the following ways: 1. The Optical Bypass switch is replaced with
the straight through optical cables that connect internally from the
FDDI A and B ports in the back panel to the FDDI Node Controller Phy A
and Phy B inputs. These optical cables require the use of AMP pass
through connectors mounted on the back panel and ST connectors with
right angle bends at the FDDI connections on the Node Controller. These
right angle bends must allow clearance to mount the front panel and
easy connect/disconnect of the cables while the FDDI Node Controller is
mounted in slot 2 of the VME card cage. 2. The back panel must use
Zoltech Part Number VHV/18TIB-5 Rear Panel/FDDI Pass through to
accomodate the extra space required between FDDI Ports A and B due to
the use of the AMP Pass through connectors vice the Optical By-pass
switch. The Required delivery is as follows: 1 system to be delivered
by 15 June 2000. Remaining units to be delivered by 15 July 2000.
Alternate delivery schedules will be considered. F.O.B. Destination
Naval Station Newport; Newport, RI. Incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-15. FAR
52.212-1 Instructions to Offerors -- Commercial Items applies.
Evaluation will be in accordance with FAR 52.212-2 Evaluation --
Commercial Items. Evaluation factors are technical capability, price
and past performance. Each is equally important. A completed copy of
FAR 52.212-3 Offeror Representations and Certifications -- Commercial
Items must be submitted with quote. FAR 52.212-4, Contract Terms and
Conditions -- Commercial Items and 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Applicable to
Defense Acquisitions of Commercial Items apply. The following addenda
or additional terms and conditions apply: none. Offers should include
price and delivery terms and the following additional information: none
required. Defense Priorities and Allocations System (DPAS) rating of
