NASA/GSFC plans to issue a Request for Quotation (RFQ) for advisory and assistance services to the Principle Investigator involving, but not limited to, ray-tracing exercises for the support of research and development project to study the feasibility of using multi-layer-coated thin foil x-ray mirrors in medical applications. NASA/GSFC intends to purchase these x-ray mirrors from RJH Scientific, Inc. because the contractor is the only known source for performing the required ray-tracing computations as they apply to the unique characteristics of thin-foil x-ray mirrors produced at Goddard Space Flight Center. This procurement is not for a commercial item subject to FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 5/8/00. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
