described herein are requested to give written notification (including
the telephone number for a point of contact) to the procuring office
above within 45 calendar days from the date of this synopsis. The U.S.
Geological Survey, Geologic Hazards Team, has a requirement for three
(3) very high quality, six channel data loggers for deployment at
remote field sites throughout the United States. Functional
Specifications are as follows: Data Logger Specifications: High
resolution, six channel seismic data logger with integral absolute
timing, calibration, and state-of-health functionality providing
console and data out functions by means of RS-232 ports. Shall be
configured to operate with two three component sets of high quality
force balance seismometers. Shall support user written software running
under the OS-9 operating system. Shall operate from unregulated DC
voltage over a wide range of environmental conditions with suitable
surge protection. UltraSHEAR Configuration: Shall support diskless,
tapeless unattended data collection operation. Technical Specifications
are as follows: Data Logger Specifications: The data logger shall
provide a general purpose Motorola 68030 CPU with 8 Mbytes of random
access memory (minimum) and three available RS-232 asynchronous ports
(minimum). The processor shall support data logger operating software
and/or user supplied software running under the OS-9 operating system
(provided in read-only memory). Six channels of 24-bit analogue to
digital conversion (ADC) shall be supplied with 140 dB of dynamic range
(minimum) and 120 dB of differential linearity (minimum) per channel as
measured by standard USGS tests. The digitizer noise floor shall
include no more than two spurious spikes representing negligible noise
power, the largest being no more than 12 dB above background. Each
digitizer channel input shall be differential with a range of +/-20 V
(minimum) and shall include adequate electrical isolation and surge
protection. The six digitizer channels shall be organized into two
banks of three channels each with isolated signal grounds between
banks. Sample rates of 1, 40 or 50, and 100 samples/s shall be
available from each channel. Digitizer sampling and data time shall be
provided by a precision free running crystal oscillator phase locked
by means of an electrically controlled trim to an absolute time
standard. Absolute time shall be provided by an integral global
positioning system (GPS) receiver. Time shall be maintained to a 1 ms
accuracy while the GPS receiver is synchronized and for 2 hours
(minimum) when the GPS receiver is not synchronized. Calibration,
control, and state-of-health capabilities shall include calibration
enable logic, step and sine calibration signals, mass recenter logic,
and three sensor mass position monitoring channels for each of the two
banks of three digitizer channels. State-of-health monitoring shall
also include channels for external battery voltage, internal
temperature, and one 8-bit (minimum) channel available for user
applications. Three RS-232 asynchronous ports (minimum) shall be
provided, one for console control, one for data out, and one for user
applications. The console port shall provide a system reset function on
sensing a BREAK condition. All ports shall be adequately surge
protected. The data logger shall operate from an unregulated battery
voltage of 12 V with reverse polarization protection and shall draw no
more than 16 W. The unit shall provide a low voltage shutdown, shall
be environmentally sealed against moisture damage, and shall operate
over a temperature range of -30 to 70 C. UltraSHEAR Configuration:
Shall support diskless, tapeless, unattended data collection operation
including user configurable event detection, Steim II data
compression, data store-and-forward functionality, and communications
error detection and retransmission in the DACOMMO protocol. Shall
support command generation and user configuration via an interactive
console session. UltraSHEAR shall be supplied in read-only memory.
Based on information available at this time, and in accordance with 41
U.S.C. 253(c)(1), implemented by FAR 5.302-1, the Government considers
the item specified as a sole source from Quanterra, Inc., Harvard,
Massachusetts, and proposes to negotiate a contract with that firm on
that basis. However, should additional sources be identified, they will
be considered. Firms who feel that they can furnish the required
supplies are invited to submit in writing an affirmative response to
this announcement, and such other materials which correspond to the
required items stated herein. This information will be evaluated and
used to determine if competitive opportunities exist. Since no
solicitation document exists, requests for such documents without
accompanying information will be considered non-responsive to this
request without further consideration. This notice may represent the
Government's only official notice of this procurement. See Note 22.
