SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation,
#53SBNB060075, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-15.*****The associated
Standards Industrial Classification Code (SIC) for this procurement is
3826, and the small business size is 500 Employees .*****The National
Institute of Standards and Technology (NIST) has a requirement for a
YAG Laser-Pumped Pulsed, Tunable Dye Laser System. A. Specifications
for the Pump-Laser are as follows: 1) Q-switched Nd:YAG with
temperature-stabilized second harmonic generator; 2) 5 to 10 Hz
operation (triggered either internally or from an external source) with
at least 800 mJ/pulse at the fundamental (1064 nm) and 400 mJ/pulse in
the second harmonic (532 nm); 3) Separate output ports for the
(residual) fundamental beam and the second harmonic beam, with the
latter being used for dye laser pumping; 4) Pulse duration for
fundamental and second harmonic from 3 to 10 nsec; 5) Linewidth of 1
cm(-1) or less; Injection-seeding, single-longitudinal mode upgrade
shall be available as a stock item and readily installable in the field
without having to return the laser to original vendor. (NOTE: The
injection-seeding SLM upgrade is NOT being purchase at this time); 6)
Beam pointing stability of 100 microradians or less; beam divergence of
less than 0.5 milliradians; 7) Pulse energy stability of +/-3% at
fundamental; 8) Nearly Gaussian (95%-fit) beam spatial profile in the
far field; 9) Beam diameter of 10mm or less; 10) Field upgradable to
higher pulse energy, to about 1.5 J/pulse at fundamental, through
upgrades to power supplies and optical elements; (NOTE: Thisupgrade is
not being purchase at this time). B. Specifications for the Dye-Laser
are as follows: 1) Wavelength/scan control through an RS-232 port
compatible with LabVIEW, with the driver available either from laser
vendor or National Instruments. (LabVIEW is a product of National
Instruments, Inc.); 2) Linewidth of 0.1 cm(-1) or less for 532
nm-pumped dyes between 550 and 670 nm; 3) Pump energy using 532 nm of
up to 800 mJ/pulse; 4) Super radiance (ASE) of less than 0.5%; 5) Beam
diameter of 3 to 6 mm, divergence of less than 1.0 milliradians, and
vertically polarized with a purity of greater than 98%; 6) Conversion
efficiency at peak of Rhodamine 6G dye gain curve of at least 25% of
532 nm pump energy. Given spec YAG pump (A-2 above), at least 100
mJ/pulse of dye laser output at the peak of R6G; 7) Absolute wavelength
accuracy of +/- 0.05 nm; frequency drift of at less than 0.05 cm(-1)
per deg C per hour; 8) Laser wavelength, with the linewidth specified
in B-2, must be tunable over an entire dye gain curve without the need
the realign/reconfigure any optical elements in laser. For example,
for R6G dye, this would result in a wavelength tunability range of
about 20 nm, centered at about 590 nm. C: General: Price shall include
installation, training and manuals; a 2 year warranty (from
installation date) on parts/labor; a reduced warranty period, but at
least 60 days from installation date, is acceptable for flashlamps and
optical surfaces; and both the YAG pump laser and the dye laser are to
be manufactured and serviced by the same company, so that one company
(the supplying vendor) is clearly responsible and accountable for the
aggregate system (YAG and dye) performance. Vendors shall provide a
completed copy of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items, which may be downloaded from
http://www.nist.gov/admin/od/contract/repcert.*****Delivery is required
within 120 days after receipt of order (ARO).*****Delivery location is
the National Institute of Standards and Technology, Building 301,
Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899-0001.
The FOB point shall be DESTINATION, Gaithersburg, MD. *****
NOTE:*****Vendors shall address all requirements in this combined
synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a
specification/requirement will be construed by the Government as
inability to meet the need, or the vendor's taking exception to
it.*****The Government anticipates awarding one order resulting from
this combined synopsis/solicitation to the responsible vendor whose
quotation, conforming to this synopsis/solicitation, will offer the
BEST VALUE to the Government, price and other factors considered, based
on (A) Technical capability to meet the Government's specifications
(vendors shall submit a quotation addressing all required
specifications, and shall provide descriptive literature for item(s)
quoted; (B) Past Performance (vendors shall submit evidence of having
produced and sold comparable units/systems within the past 5 years,
with indication of performance success (provide a list of 10 references
spaced out over the past 5 years, and include the name of a contact,
firm, phone number, and item(s) purchased); and (C) Price. The
Government reserves right to award a purchase order without
discussions. Selection will be made in accordance with Federal
Acquisition Regulation (FAR) Part 13-SIMPLIFIED ACQUISITION PROCEDURES,
Subpart 13.106-2, Evaluation of Quotations or Offers. The following
Federal Acquisition Regulation (FAR) provisions apply to this
solicitation: 52.212-1, Instructions to Offerors-Commercial; and
52.212-4, Contract Terms and Conditions -Commercial Items.*****The
