THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER 53SBNB060072 IS BEING ISSUED AS A REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED ACQUISITION PROCEDURES. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. This acquisition is 100% set aside for small businesses. The SIC code is 3829 and the related small business standard size is 500 employees. The National Institute of Standards and Technology's Automated Production Technology Division has a requirement for a Vibration Isolation System. The system shall include two (2) "top of the line" research grade vibration isolation tables to serve as level, stable, isolated platforms on which to test prototype nanoforce metrology systems, calibrate instrumented indention machines, and investigate force calibration of Atomic Force Microscopes. Low frequency performance (<2Hertz) of the isolation system in both horizontal and vertical directions is deemed critical, since the proposed nanoforce measurement and calibration systems resemble metrology grade microbalances with natural frequencies and modes below 10Hz. These nanoforce balances will be sensitive to magnetic forces, thus voice-coil actuated vibration control is deemed unacceptable. Furthermore, the table itself must be nonmagnetic. The table top shall be rigid and highly damped in order to minimize coupling of table modes to ambient acoustic vibrations (see specifications below), and the system shall be compatible with a Class 1000 clean room environment. The combination of the table and isolators shall produce a nominal 36" working height. The Contract Line Item Number (CLIN), quantity, and unit issue are as follows: CLIN 0001 Pneumatic Vibration Isolation System; Qty: two (2) each; specifications shall be as follows: includes active leveling with non-contacting sensors, inertial measurement based control system to reduce the transmission at the isolators and resonance by at least 20dB, 25" operating height, gross capacity 4000 lbs at 80 psi, natural frequencies of no greater than 0.5Hz in vertical and horizontal direction, isolation efficiency not less than 90% @5Hz and 95% @ 10Hz, automatic leveling accuracy to within 1 micron in height and 1 microradian in pitch and roll. CLIN 0002 table; Qty: two (2) each; specifications shall be as follows: 4'x 6' x 24" nonmagentic working surface compatible with Class 100-1000 clean room environment, table top minimum resonance of 250 Hz (First bending mode determined by a corner compliance test), maximum corner compliance of 0.3 micro-in/lb force input, flatness +.005 in., individually sealed holes, 3/16" thick stainless steel top plate, -20 tapped holes at 1" o.c.array. Maximum damping, "top of the line" research grade, (4) 12" deep pockets for isolators, 304 stainless steel construction. The vendor shall deliver all items FOB Destination to NIST, Bldg 225, Room A63, 100 Bureau Drive, Gaithersburg, MD 20899-8220. CLIN 0003: installation shall be included. Required delivery time is 8 weeks from date of award. CLIN 0004: Mechanical drawings, assembly manuals, functional description of any control circuits and sensors, and/or an "instruction manual" detailing the proper use, set up and maintenance of the system shall be included. Acceptance by NIST end users will take place on site immediately after a satisfactory inspection to show equipment meets all specifications. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors in shall be granted equal importance in evaluating offers: 1) Technical Capability to Meet the Government's Needs; 2) Past Performance. Technical and past performance when combined, are significantly more important than price. The clause at 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. Additionally, the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (11) 52.222-21, (12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15) 52.222-37, (17)(i) 52.225-3, (23) 52.232.34 and Department of Commerce Agency-Level Protest Procedures Level Above the Contracting Officer, which can be downloaded from the NIST Web Page located at http://www.nist.gov/admin/od/contract/agency.htm.
