plans to issue a Request for Offer (RFO) for the purchase of a Dewar
for the Infra-Red Multi-Object Spectrometer (IRMOS). The IRMOS Dewar
will provide the thermal and vacuum environment for the operation of a
multi-object spectrometer on the 4m telescope at the Kitt Peak
National Observatory. NASA's conceptual design is for a 35" diameter
welded assembly, with an overall height of 35-40". Cooling would be
provided by a Gifford-McMahon cryocooler. The flat top plate of the
dewar would provide an optical port and a rigid structural interface to
the telescope. An instrumentation ring near the top would provide ports
for electrical cables, and a mounting location for the cryocooler cold
head. The bottom cylindrical section would be removable for instrument
access. This bottom section would be strong enough to be used for some
dewar handling operations. This procurement will cover the dewar,
including one cryocooler cold head and compressor, temperature
controllers, and work stand. Full specifications, figures, and drawings
will be provided when the RFO is issued. The Government does not intend
to acquire a commercial item using FAR Part 12. See Note 26. This
procurement is a total small business set-aside. See Note 1. The SIC
Code and Size Standard are 3826 and 500 employees respectively. The
DPAS Rating for this procurement is DO-C9. The provisions and clauses
in the RFO and model contract are those in effect through FAC 97-15.
All qualified responsible sources may submit an offer which shall be
considered by the agency. The anticipated release date of the RFO is on
or about May 9, 2000 with an anticipated offer due date of on or about
June 8, 2000. An ombudsman has been appointed -- See Internet Note
"B". The solicitation and any documents related to this procurement
will be available over the Internet. These documents will be in
Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and
will reside on a World Wide Web (WWW) server, which may be accessed

Prospective offerors shall notify this office of their intent to submit
