Weapons Division, China Lake, CA intends to enter into negotiations on
an other than full and open competition basis with MTS for a
propellant test system. MTS is the only company capable of providing
the required system, as it must be compatible with an existing MTS DAQ
and Control system with TESTSTAR II software. The software can only
communicate with the servo- and pressure valves used in the MTS 810
Load Frame with chamber. The system shall consist of (1) 810 Load Unit.
The unit shall include a MTS Model 318.10S 2-column Load Frame
[free-standing, self-supporting unit requiring no special foundation
with a nominal dynamic load rating of +/- 22000 lbs., movable
crosshead, integral actuator, nominal frame stiffness of 1.5 x 10E6
lbs./in based on a crosshead position of 48.5 inches above the platen,
a test space of 21 inches x 5.75 to 63.5 inches (W x H) with an
overall height of 119 inches and a base dimension of 33.25 inches X 24
inches (W x H) and crosshead hydraulic lifts, locks and controls]. The
unit also shall include a MTS Model 244.12 Hydraulic Actuator [with a
nominal dynamic force rating of +/- 5500 lbs., a total displacement
stroke of 6 inches, coaxially mounted full stroke linear variable
displacement transducer for measurement and/or control, and internal
threads in the piston rod for mounting a grip of load cell], and a MTS
Model 661.9E-04X Load Cell [internal fatigue rate to +/-5500 lbs., an
accuracy of +/- 0.5% or better, high output for the best possible
resolution and precision, symmetrical output between tension and
compression for accurate through-zero testing, 150% static overload
capacity of rated load, pressure compensated for use in pressure vessel
and internal mounting threads]. The system shall also consist of one
(1) MTS 298.12 Hydraulic Service Manifold. Components from the existing
MTS load frame shall be utilized. Manifold shall have the capability of
close-coupled accumulators (allowing maximum high frequency response of
servovalves). Off/Low/High pressure control, slow pressure turn on, and
fast emergency unload for system depressurization. Also, the system
shall be rated for 30gpm flow at a maximum operating pressure of
3000psi. Included in the system's package shall be one (1) MTS 252.24
Servovalve rated for 10 GPM, and has high response and 5-port mounting;
one (1) MTS 506.00, 25-foot Hydraulic Hose Set [which includes two (2)
3/8-inch drain hoses, two (2) 1-inch pressure and return hoses, and
fittings]. System integration of the existing MTS hardware at China
Lake with new components and subsystems shall be provided by MTS,
including a Single Bay Console for electronics, a System Operator
Panel, Temperature and Pressure readouts, TESTSTAR rackmounting and
integration, digital oscilloscope integration, interface to on-site HPS
unit and system cabling. MTS shall also provide factory calibration,
which includes four ranges (100%, 50%, 20%, and 10% of full scale).
Calibrations shall be performed at the factory prior to shipment in
accordance withMTS calibration procedures. Also included in this
package, shall be one (1) MTS 632.12E-20 Axial Extensometer having a
1.00-inch gauge length with a strain range of +50% and -10%, and
capable of operating within a temperature range of -150 to 300 degrees
F, and a pressure range of 0 to 2000psig. This includes quick attach
springs for round and flat specimens. MTS shall conduct the TESTSTAR
Calibrations on the MTS 632.12E-20 Axial Extensometer for two ranges.
With the extensometer, MTS shall provide one (1) TESTSTAR Extensometer
cable, 30'(10m). As for the MTS propellant test pressure vessel, it
must be/have: (a) able to condition between a temperature range of -70
to 200 degrees F, and pressurize from 0 to 2000 psig, (b) minimum
internal diameter of 200 mm (7.9 inches), (c) made of stainless steel
construction, certified with an ASME stamp, (d) a rupture disk safety
system, (e) of an interlocked breach-lock enclosure design, (f)a 2-inch
diameter observation window and a 1-inch diameter window for an
external light source, (g) able to utilize existing supplied liquid
nitrogen for cooling and dry nitrogen for pressurization, (h) an
internal load reaction from designed to accommodate a 6-inch JANNAF
rail specimen. MTS shall also provide one (1) MTS vessel temperature
and pressure control system. Chamber and control system shall be
integrated to new load unit. Delivery shall be 4 months after award of
