This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. NASA Langley Research Center intends to purchase one each 3C Particle Image Velocimetry System from Integrated Design Tools (IDT) Inc. Provision for this Justification for Other Than Full and Open Competition is made under statutory authority of section 4202 of the Clinger-Cohen Act of 1996 as implemented by FAR 13.5. The applicability is based on the fact that Integrated Design Tools (IDT), Inc. is the only source and that no other type of supplies or service will satisfy our requirements. The 3C Particle Image Velocimetry System must be compatible and interchangeable with existing systems in use at NASA Langley Research Center. Interested organizations may submit their capabilitiesand qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 2, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Statement of Work: 3-C PIV System comprising of: IDT-10TH Kodak ES1.0 TH cameras 30 HZ operation 2 each; IDT-M10S Custom, Scheimpflug camera mounts (motorized) 2 each; Nikon, 60 mm focal length lenses (F2.8- ); IDT-C2 Camera cables (2m); One IDT-1000 Controller which includes: 2 camera interfaces, 1 Laser/Camera Timing Controller, 1 Motor drive unit, 1 PCI computer interface, Interface cables; IDT-Software includes and is installed on: PC-1: Del workstation with dual Pentium 550 processors, 21 inch monitor, 256 mg memory, 2 10Gb SCSSI ultra-wide hard disks, network board PC-2: Sony VAIO slimtop with Pentium III 600MHz single processor, 256 mg memory, 18 Gb, network capable; Software includes: WinVu Image Acquisition and Processing, with Multi-processor support, Tecplot v8.0 data presentation package, High-resolution algorithm and error minimized Derivatives, Operation Manual and documentation; IDT-10 Remote capability for PC-1, includes cables and additional keyboard, mouse and monitor-17in (1280x1024) for PC-1; New Wave Gemini PIV laser, 120 mJ/pulse 1 each; New Wave Gemini PIV laser, 120 mJ/pulse + required laser/timing controller 1 each; laser optics (approx 17, will be specified by Langley); Testing and Support for 2C and 3C operation (2 weeks,) Flap edge -- 3C, Cove -- 2C. All software upgrades complete within one (1) year of the purchase date shall be included in the purchase price. In addition, the following system upgrades will be provided when available at no additional cost to the Government: 1. Upgrade purchased systems fixed mesh capabilities to include a configurable mesh. 2. Upgrade purchased systems remote focusing capability to include auto-focusing, where the system automatically maintains the focus. The provisions and clauses in the RFQ are those in effect through FAC 97-15. The SIC code and the small business size standard for this procurement are 3674 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. Delivery to NASA/LaRC is required within 45 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO- C-9. Quotations for the items(s) described above are due by 4:30 p.m., local time on May 2, 2000 and may be mailed or faxed to Vickie D.
