Engineering Command, Contracts Office, Washington Navy Yard,
Washington, D.C. is interested in seeking unrestricted proposals for
the following effort. The effort will include the design, acquisition,
fabrication, shipment, installation and final system functional
testing of piping and instrumentation for Hyperbaric System to be
installed at the Special Forces Operations Facility, Naval Station,
Guam. Piping includes air compressors, air storage, SCUBA charging, HP
and LP shop air, oxygen transfer, and nitrogen purging. This effort
will be associated with fabrication and installation of life sensitive
systems. Potential offerors are advised that failure to adhere to the
highest standards of metallurgy, welding, and workmanship will create
severe hazards to the personnel working on or near these systems when
they are pressurized. It is anticipated that Federal Acquisition
Regulation Clause, 52.211-11, Liquidated Damages, Supplies, Services or
Research and Development (1984) will be included in the subject
solicitation. The contractor shall provide all labor and materials for
the work contained in the specification issued as part of the
solicitation. The proposed solicitation will be available for
downloading from NAVFAC's web site beginning approximately 15 May 00.

responsibility to periodically check the web site for the subject
solicitation. Once the solicitation has been posted on the Internet
this office will send e-mail messages to firms that have expressed
interest in the subject solicitation. These messages will advise
potential offerors that the documents are available for download. NOTE:
All offerors will be considered ineligible for award unless they have
registered in DOD's Central Contractor Registration Database.

priced contract . Selection will be based on the Government's
determination of which firm presents the best value to the Government

Experience, 4) Personnel Capabilities, 5) Management Organization and
