NASA/MSFC plans to issue a [Request for Offer (RFO) for Special
Environmental Control and Life Support Systems(ECLSS) Equipment Test
Analysis and Hardware Support.The sucessful offeror will provide the
necessary management,personnel,equipment,and materials( not otherwise
provided by the Government) and resources required to provide test
assistance for all ECLSS activities for International Space
Station(ISS) activities at the Marshall Space Flight Center(MSFC).
Testing will be conducted in the Environmental Control and Life Support
System/Internal Thermal Control System(ECLSS/ITCS)Test Facility located
at building 4755 of MSFC. Support will be provided for development
testing of Node 3 Water Processor Assembly,Urine Processing Assembly,
and Oxygen Generator Assembly as well as buildup,maintenance and
testing utilizing the Sustaining Engineering Test Bed.This proposed
contract will have a one year firm period of performance, with four one
year options.It is contemplated that this will be a Performance Based
Contract(PBC). The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. This procurement is a total small
business set-aside. See Note 1. The SIC Code and Size Standard are
8731 and 500, respectively. The DPAS Rating for this procurement is
DO-C9. The provisions and clauses in the RFO and model contract will be
those in effect through FAC 97-15. All qualified responsible sources
may submit an offer which shall be considered by the agency. The
anticipated release date of the RFO is on or about May 20,2000 with an
anticipated offer due date of on or about July 21,2000. An ombudsman
has been appointed -- See Internet Note "B". The solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide Web
(WWW) server, which may be accessed using a WWW browser application.

Prospective offerors shall notify this office of their intent to submit
