Standards and Technology (NIST) intends to enter into a sole source
purchase order with Delta Research Company of Chicago, Illinois. This
requirement requires economic analyses in support of the Advanced
Technology Program (ATP). Specifically, Delta Research will continue
progress on a case study entitled, "Engineering Innovation and Product
Introduction". Delta Research is uniquely qualified to perform the
required analyses because of its economic expertise and its past
involvement in the planning and coordination of the subject case study.
The Government anticipates the award of a firm-fixed priced purchase
order. The estimated award date of this purchase order is May 3, 2000.
The required period of performance is from the effective date of
purchase order award (FOB Destination -- Gaithersburg, MD) through
December 31, 2000. The proposed requirement is for supplies or services
for which the Government intends to solicit and negotiate with only one
source under authority of FAR 6.302. Interested persons may identify
their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
quotations. However, all quotations received by May 1, 2000 will be
considered by the government. A determination by the Government not to
compete this proposed requirement based upon responses to this notice
is solely within the discretion of the government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. A Request for
