of qualified A-E firms, procured in accordance with PL 92-582 (Brooks
A-E Act) and FAR Part 36, are sought to provide Hydrographic Surveys
with Differential Global Positioning Systems (DGPS), Underwater Hazard
Detection, Topographic Surveys, Planimetric Surveys, Cadastral
Surveys, Location Surveys, Construction Layout Surveys, and Geodetic
Control Surveys for the St. Louis District, U.S. Army Corps of
Engineers. The St. Louis District will be the primary area for the
contract, but the Government may, at its discretion and upon
concurrence of the Contractor, accomplish work in other geographical
regions. Three indefinite delivery contracts will be negotiated and
awarded. Each contract will have a base period not to exceed one year
and two option periods not to exceed one year each. The amount of work
in each contract period will not exceed $1,000,000. An option period
may be exercised when the contract amounts for the base period or
preceding option period has been exhausted or nearly exhausted. Work
will be issued by negotiated firm-fixed-price task orders not to exceed
the contract amount. The Contracting Officer will consider the
following factors in deciding which Contractor will be selected to
negotiate an order: performance and quality of deliverables under the
current contract, current capacity to accomplish the task order in the
required time, the availability of 2 simultaneous survey crews,
uniquely specialized experience, and equitable distribution of work
among Contractors. The contracts are anticipated to be awarded in
February 2001. The Contracting Officer will consider the following
factors in deciding which contractor will be selected to negotiate an
order: performance and quality of deliverables under the current
contract, current capacity to accomplish the order in the required
time, uniquely specialized experience, and the equitable distribution
of work among the contractors. This announcement is open to all
businesses regardless of size. If a large business is selected for this
contract, it must comply with FAR 52.219-9 regarding the requirement
for a subcontracting plan on that part of the work it intends to
subcontract. The sub-contracting goals for the St. Louis District for
each contract are that (1) a minimum of 61.4% of the Contractor's
intended subcontract amount be placed with small businesses (SB),
including small disadvantaged businesses (SDB) and woman-owned small
businesses (WOSB); (2) at least 9.1% be placed with SDB; and (3) at
least 5% be placed with WOSB. The plan is not required with this
submittal. II. PROJECT INFORMATION: Work will be for surveys including
hydrographic surveys for river and harbor project clearance,
underwater hazard detection and assessment of dredge measurement and
payment, topographic surveys, planimetric surveys, cadastral surveys,
location surveys, construction layout surveys, and geodetic control
(horizontal and vertical) surveys for the U.S. Army Corps of Engineers.
Hydrographic surveys shall use totally automated systems with the
capability of position by use of Differential Global Positioning
Systems (DGPS). A-E must also have a back-up positioning system in the
event that satellite transmission for DGPS positioning is interrupted
or not available. Work may be performed to support other Federal
agencies. III. SELECTION CRITERIA: See Note 24 for a general
description of A-E selection process. The selection criteria are listed
in descending order of importance (first by major criterion and then by
sub-criterion). Criteria a. through e. are primary. Criteria f. and g.
are secondary and will only be used as "tie-breakers", if necessary,
in ranking the most highly qualified firms. a. Specialized Experience
and Technical Competence: (1) Experience in hydrographic surveys,
cadastral surveys, planimetric surveys, topographic surveys, geodetic
control surveys, location surveys, construction layout surveys, GPS
surveying, aerial photo control surveys, and field data processing and
survey adjustments; (2) capability to collect and deliver survey data
in digital format, readable and fully operational in 2D and 3D format
on the St. Louis District's CADD system; (3) capability to integrate
field survey information into photogrammetric mapping databases
including but not limited to drill hole locations, utility locations,
boundary surveys, horizontal traverse circuits, underwater soundings,
DTM contour grids, and aerial photo control point location coordinates;
(4) facilities must have capability to deliver survey data in ASCII
format and Intergraph dgn format (Microstation V5.0 or better) on CDROM
or 3.5-inch high density diskettes formatted in MS-DOS. b. Capacity to
Accomplish the Work. (1) Capacity to perform approximately $1,000,000
in work of the required type in a one-year period. The evaluation will
consider the availability of an adequate number of personnel in key
disciplines and equipment availability. Firms must have the personnel
capacity for two simultaneous survey crews. (2) Firms which demonstrate
that they presently have,or the capability to readily obtain through
purchase or lease, an automated hydrographic survey vessel of 19-30
foot length capable of being trailered to and operating in U.S. inland
and coastal navigation projects for the automated acoustic surveys;
(3) Firms which demonstrate that they presently have, or the capability
to obtain through purchase or lease, static, kinematic GPS equipment
capable of subcentimeter measurement accuracy, electronic total station
with data collector, and CADD/GIS data processing equipment. c.
Professional Qualifications. All survey work must be performed under
the supervision of a Registered Land Surveyor or a Registered
Professional Engineer with expertise in survey and with demonstrated
experience in computer-aided drafting (CADD). The evaluation will
consider education, training, registration, overall and relevant
experience, longevity with the firm, and personnel strength. d.
Knowledge of the Locality. Knowledge of the local conditions including
geological features, locks and dams, barge traffic, lakes, and
knowledge of fueling/boat facilities. e. Past Performance. Past
performance on DOD and other contracts with respect to cost control,
quality of work, and compliance with performance schedules, as
determined from ACASS and other sources. f. SB and SDB Participation.
Extent of participation of SB (including WOSB), SDB, historically black
colleges and universities, and minority institutions in the proposed
contract team, measured as a percentage of the total estimated effort.
g. Equitable Distribution of DOD Contracts. Volume of DOD contracts
awarded in the last 12 months as described in Note 24. IV. SUBMISSION
REQUIREMENTS: See Note 24 for general submission requirements. Firms
having capabilities to perform this work and who desire to be
considered must submit two copies of completed SF 255 (11/92 edition)
and two copies of SF 254 (11/92 edition) for the prime firm and all
consultants, to the above address not later than the close of business
on the 30th day after the printed issue date of this announcement. If
the 30th day is a Saturday, Sunday, or Federal holiday, the deadline
is the close of business of the next business day. Include the firm's
ACASS number in SF 255, Block 3b. For ACASS information, call
503-808-4591. In SF 255, Block 10, describe owned or leased equipment
that will be used to perform this contract, as well as the number of
available survey crews and CADD capabilities. In Block 10 also indicate
the estimated percentage involvement of each firm on the proposed team.
