The Clinical Center, of the National Institutes of Health (NIH), Bethesda, Maryland Campus, intends to negotiate on a sole source basis, under the Authority of 41 U.S.C. 253 (c)(1), as set forth in FAR 6.301-1, Commercial Services for the maintenance and technical support of software developed for the National Institutes of Health, Clinical Center, Materials Management Department, Inventory Management System, by Lawson Software. This product is licensed between Lawson Software and the National Institutes of Health. Maintenance support is required for the following products: UNIX-Environment Case, UNIX-Desktop Client/Developer, UNIX-Micro Focus Compiler, UNIX-Procurement Process Suite, UNIX-Report Smith, and UNIX-Internal Procurement Center. The products identified were purchased and developed under NIH contract number NO2CL90004. The performance period for this action shall be from date of award through September 30, 2000. The Contractor must provide evidence of the ability to provide all proprietary software and technical knowledge of the products identified. It is the Government's belief that this requirement can only be met by Lawson Software. All responses must be written and received within 25 calendar days from the published date of this notice. Oral communication is not acceptable and will not be honored. Any other firm believing it has the ability to meet the Government's requirements is invited to respond to this notice by furnishing clear and convincing documentation demonstrating their ability to meet, at a minimum, all stated performance and capabilities to accomplish the proposed contract action. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
