Web Architecture THIS IS A SOURCES SOUGHT SYNOPSIS. THIS IS NOT A
SOLICITATION. This SOURCES SOUGHT SYNOPSIS is in support of a market
survey being conducted by the Air Force's Global Air Traffic Operations
Mobility Command and Control (GATO/MC2) System Program Office (SPO).
GATO/MC2 is seeking sources capable of determining optimum approaches
to designing and implementing an enterprise web based solution for the
acceptance and dissemination of Air Mobility Command mission itinerary
and execution support information. Interested firms should respond with
a qualification package that indicates their capabilities and
experience as follows: (1) Capability to design and implement a web
enterprise information system. Overall database requirement is in the
range of 4-20 GB; User community is approximately 4000, of which up to
2000 may be connected simultaneously; (2) Experience with designing
web systems to meet Government base network infrastructure constraints
and limitations (e.g., firewall configurations and bandwidth
limitations. Additional system concepts and functional requirements are
described in an ESC White Paper, Concept for the AMC C2IPS Web Based
Enterprise System posted on www.herbb.hanscom.af.mil; (3) Experience
with and ability to provide adequate security controls in accordance
with DoD and Air Force regulations; and (4) The Ability to install and
maintain the system to provide 7 days, 24 hours system availability to
worldwide user community. The Government does not require contractors
to have existing contracts to provide services described above. However
for planning purposes, interested firms are requested to provide the
Contract # and agency of existing contractual vehicles (i.e., GSA
Schedule, Government Wide Agency Contract {GWACS}), if applicable. In
addition, the Government has tentatively scheduled an industry day for
May 3, 2000 from 0900 -- 1600, at Hanscom Air Force Base; this time is
set aside to further define the technical requirement and provide
additional information. The specific date, time, and location will be
provided on the HERBB (address above). Please limit attendees to two
(2) personnel per company, with one individual being a technical
representative. Visit requests are not required. Following the industry
day group presentations, additional face-to-face meetings may be
possible (depending on the number of attendees); a maximum of one (1)
hour may be scheduled for each interested contractor. If you plan to
attend the industry day, please e-mail the Contracting Officer,
david.hawkins@hanscom.af.mil with the name, number of attendees, and
the company you are representing; also, indicate whether you would be
interested in a one-on-one session with Government technical
representatives. THIS IS NOT A SOLICITATION AND THERE IS NO
SOLICITATION AVAILABLE AT THIS TIME; REQUESTS FOR A SOLICITATION WILL
NOT RECEIVE A RESPONSE. Any information submitted by respondents to
this synopsis is strictly voluntary. The Government will not pay for
any information that is submitted in response to this SOURCES SOUGHT
request. This synopsis request is in support of a market survey to
determine the existence of potential sources only. All interested firms
are requested to submit five (5) paper copies and one (1) electronic
copy of their statement of capabilities/qualifications, along with any
supporting documentation to ESC/GAK, 75 Vandenberg Drive, Hanscom AFB,
MA 01731-2103, Attn.: Mr. David H. Hawkins, the Contracting Officer.
Responses should be received not later than 30 calendar days after the
date of this publication, and should not exceed ten (10) pages. This
synopsis neither constitutes a Request for Proposal, nor does it
restrict the Government as to the ultimate acquisition approach, and
should not be construed as a commitment by the Government for any
purpose. An Acquisition Ombudsman, Colonel Steven H. Sheldon, Director,
Commander's Staff, has been appointed to hear concerns from offerors or
potential offerors during proposal development. You should only contact
the Ombudsman with issues or problems you cannot satisfactorily resolve
with the program manager and/or contracting officer. The Ombudsman role
is to hear concerns, issues, and recommendations and communicate these
to the appropriate government personnel. The Ombudsman will maintain
strict confidentiality if desired. The Ombudsman does not evaluate
