REQUEST FOR INFORMATION ONLY. Program Manager FATDS is seeking sources
and information for a Fire Support Digital Sustainment Trainer System.
The trainer should maximize use of COTS software and should facilitate
Advanced Field Artillery Tactical Data System (AFATDS) sustainment
training by focusing on collective fire support tasks. It is the
Government's intention to purchase a system in the year 2001. Sources

attachments. REQUIREMENTS: The FSDSTS should be an automated
instrumentation system capable of creating realistic training
scenarios. Key functions of this system will be scenario/exercise
generation and execution, data collection and After Action Report (AAR)
development. Scenario/exercise generation should permit easy
development of training exercises based on tactical scenarios.
Scenario/exercise execution should include the simulation of notional
nodes and thestimulation of live nodes. All fire support nodes should
be capable of being simulated and stimulated. Data collection should
stress collection of data important for the Unit Commander to assess
node performance. Examples of essential data are: fire mission thread
tracking to determine if correct procedures are followed and the
ability to determine if fire mission time standards have been met. AAR
development should allow the transfer of collected data to a format
that supports evaluation of each node's performance. The FSDSTS
functionality should be developed in a phased approach. The first phase
should be capable of providing functionality that supports training for
Battalion and below, with follow-on phases supporting Divarty and
above, and Army Battlefield Command and Control Systems (ABCS). This is
not a pre-solicitation notice that constitutes a Request for Proposal,
and is not to be construed as a commitment by the Government.
Responders are requested to provide sufficient detail concerning their
ability to meet the Government's needs as described in this notice.
Such description should allow the government to assess whether the
proposed system meets, or can be modified to meet the technical
performance, and capabilities described in this notice. PROPRIETARY
INFORMATION IS NOT BEING SOLICITATED. The government will not reimburse
contractors or responders to this notice for any costs incurred in
responding, or in subsequent exchanges of information. Organizations
having the expertise and capabilities to provide the required training
device system are invited to submit information discussing such
capabilities. It should be submitted not later than 17 May 2000 and
should consist of a total of no more than 25 pages, excluding any
marketing and/or product brochures. Note: Information submitted does
not constitute a proposal, but will be considered an exchange of
capabilities and ideas. Responses may be submitted electronically to
