"Sources Sought Synopsis: Air Force Research Laboratory, Air Vehicle
Directorate are seeking sources for a requirement to provide
calibration, preventive and remedial maintenance of seventeen MTS
servo-hydraulic load frames, one Sintech electric-mechanical load
frame, and four hydraulic power supplies located at Wright Patterson
Air Force Base, Ohio. The contractor must demonstrate that they are
fully capable of performing this service. The contractor must be able
to document the following: a. They have been engaged in
servicing/calibrating MTS equipment for at least three years. b. They
have the necessary equipment, personnel, and financial resources to
fulfill the requirements of this contract. c. They have the experienced
personnel and capability to provide at least 95% system availability.
Substitution of inexperienced personnel at any time may cause for
cancellation. d. All standard transducers used for field calibration
must be calibrated in accordance with ASTM E74-95 and be traceableto
the National Institute of Standards and Technology. Contractors should
indicate whether they are large, small, small disadvantaged or 8a
businesses. This size status expresses in relation to the applicable
Standard Industrial Classification (SIC) Code 7699 (size standard $5
Million). Capabilities Package. PLEASE ADDRESS ALL AREAS. All
interested firms should submit a capabilities package that outlines the
firm's capabilities in providing all of the above mentioned services.
Contractor is required to provide all management and labor required for
the operation and management of the functions listed. If subcontractors
are to be used, provide anticipated percentage of effort to be
subcontracted and whether small or large business will be used. The
capabilities package should be brief and concise, yet clearly
demonstrate an ability to meet the stated requirements. Previous
experience in all areas should be provided. Teaming and/or
subcontracting arrangements should be clearly delineated and previous
experiencein teaming must be provided. The response must not exceed 10
single-spaced, 10-point typed pages. Submit capabilities packages and
