30 Sep 01 (with four one-year option periods), the Contractor shall
provide reentry body technical and operational services as required for
currently deployed and future Submarine Launched Ballistic Missile
(SLBM) reentry systems. Technical services will include, but are not
limited to: (1) defining the natural, fratricide, and hostile
environments to include the nuclear, electromagnetic radiation, and
kinetic and directed energy threats as well as
survivability/vulnerability assessments to those environments. (2)
Performing system effectiveness analyses to determine lethality, target
damage, and hostile effects on accuracy. (3) Providing support in the
areas of nuclear surety and natural and man-caused accident/incident
analysis to include scenario development, weapon system response,
crisis actions, risk assessment, and risk reduction. (4) Advising SSP
regarding compliance with all applicable regulations concerning
personnel safety and handling of radioactive and hazardous materials.
(5) Providing security classification management assistance and
expertise including the development, production and distribution of
security classification guidelines. (6) Advising the Navy of the impact
to the FBM and Tomahawk Programs of various proposals regarding the
Navy nuclear weapon support infrastructure. SSP-related documentation
including Special Weapons Ordnance Publication (SWOP), ODs, and
directives shall be evaluated, monitored, and updated. Participating in
the conduct of inspections, audits and evaluations. (7) Develop and
provide training in the areas of basic nuclear weapons operation,
deployment and effects; operational processes; and nuclear safety,
security, control and reliability. (8) Provide support to joint US/UK
activities that have been determined by SSP to be of mutual benefit to
both governments. (9) Providing support for the MK4 and MK5 reentry
system Project Officer Groups and associated subcommittees and working
groups as a principal member and secretary as well as performing all
necessary technical analyses. Providing support to SSP in all phases of
weapon system development, design, production, and deployment including
technical liaison with the DOE warhead laboratories and assessment of
the prime contractor's compliance with program requirements and
objectives. (10) Define and participate in activities and tasks that
will extend the life expectancy of reentry body systems and develop and
recommend methods to sustain the capability to assess vulnerability and
hardening. (11) Provide support for the W76-1/MK4A Refurbishment
Program, both technically and programmatically, providing analysis and
recommendations in the areas of requirements; systems effectiveness
and performance; vulnerability; testing; safety; security; use control;
reliability; logistics; and operational deployment. The Contractor
shall have a facility clearance of TOP SECRET. The solicitation
