There are nine buildings on the site. The work will consist of, but is limited to, maintaining and operating all building systems and components; maintain Facilities and Logistics Division (FLD) vehicles in a safe operating condition; assist the Security Office in the issuance of keycards and keys at the WRC; move equipment and furniture within the buildings; and provide for the systematic control and collection, storage, transportation, processing treatment, recovery, and disposal of hazardous waste. Contract performance will be for one year commencing on/about November 1, 2000. With the option to extend up to four years. A Fixed-price, Level-of-Effort, with Award Fee contract is anticipated. The Pre-Proposal/Site Visit shall be held on/about July 11, 2000 at the Western Regional Center. Specific detail on the Site Visit will be provided in the solicitation. The solicitation closing date is scheduled on/about July 25, 2000. The technical evaluation will be based on written material and oral presentations. The following written technical material will be due by the solicitation closing date: a detailed facility staffing plan, resumes for key personnel and past performance information. All other technical information shall be presented in the oral presentation. Offers shall be evaluated against five (5) evaluation factors: (1) Demonstrate Understanding of Government Requirements; (2) Site Management Approach; (3) Past Performance; (4) Demonstrated Expertise and Experience of the Organization and Key Personnel; and (5) Award Fee Disbursement Plan.
